For
GRANT ADMINISTRATION SERVICES FOR THE LOUISIANA WATERSHED INITIATIVE WASTEWATER FLOODPROOFING 
Request for Proposals will be received by the City of St. Martinville City Hall, 120 S. New Market Street, St. Martinville, Louisiana 70582   until, November 18 at 4 p.m. local time for the following:
 
CITY OF ST MARTINVILLE, LOUISIANA REQUEST FOR PROPOSALS FOR GRANT ADMINISTRATION SERVICES FOR THE LOUISIANA WATERSHED INITIATIVE WASTEWATER FLOODPROOFING 
The City of St. Martinville invites interested firms, qualified to provide grant administrative services pertaining to the City’s wastewater floodproofing project funded by Louisiana Watershed Initiative to submit a proposal. The City intends to award a contract for provide grant administrative and management services for the wastewater treatment floodproofing project in St. Martinville, Louisiana.
Firms will be evaluated based upon professional qualifications and costs.  Firms should have specialized experience and technical competence related to Louisiana State and Federal Funding Programs, the Community Development Block Grant Mitigation Program, the Louisiana Watershed Initiative Program and working understanding and experience with municipal floodproofing and floodproofing of wastewater treatment plant infrastructure. The City of St. Martinville encourages all small and minority-owned firms, as well as women’s business enterprises to apply. The City of St. Martinville will award one contract and said contract will be for a minimum of three (3) years with at least two (2) two year options to extend. The City of St. Martinville selection team will be comprised of a minimum of three (3) city employees or administrators directly responsible for City facilities.
Interested consultants shall submit their proposal package consisting of a cover letter not to exceed two pages, resumes of dedicated personnel not to exceed 10 pages, five representative projects not to exceed 5 pages, a project approach not to exceed 3 pages, a cost proposal estimating tasks and hours as well as burdened rates for the following categories: Project Manager, Grant Manager, Grant Specialist, Administrative Assistant, Technical Advisor, Program Financial Administrator.  Cost proposal may be a total of 5 pages maximum.  Complete proposal may not exceed the above identified 20 pages for experience, personnel and approach and an additional 5 pages for cost information. All questions regarding the RFQ, shall be directed to Mayor Jason Willis, via email ONLY at [email protected] no later than 4 o’clock pm, November 6, 2024 with responses given by 4 o’clock pm, November 8, 2024.
The submittal documents must be delivered in a sealed envelope or box that is clearly identified on the outside as “Proposal for Grant Administration Services for the Louisiana Watershed Initiative Wastewater Floodproofing Project, Proposal Date: 11-18-2024”.
The City requests that four (4) hard copies of the proposals be submitted.   
 
The City of St. Martinville reserves the right to disqualify any response to a Request for Proposal if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana. The City of St. Martinville reserves the right to reject any and all bids/proposals for just cause.

Scope of Services
 
 
The City of St. Martinville (CITY) is seeking grant administrative services to provide assistance and support for project management, grants administration, direct administrative cost activities, NEPA compliance, as needed for the Louisiana Watershed Initiative Program.
 
A primary objective of this Request for Proposals (RFP) is to assist the City of St. Martinville to meet all federal and state grant requirements and to be completed on time and within budget and to maximize eligibility and reimbursement for all aspects of the Louisiana Watershed Initiative Program.
 
Project SummaryThe project includes both raising the elevation of the levees around the ponds at the wastewater treatment facility to prevent overtopping during storm events and raising the elevation of the access road to the wastewater treatment facility to allow employees to access the wastewater treatment facility during storm events. Additionally, the project will include installing new pumps, controls, and a generator at the wastewater treatment facility at elevations above the 100-year base flood elevation to allow the continuous treatment of wastewater during storm events and prevent overflows in the collection system. Five pump stations in the collection system will be floodproofed and provided with a source of emergency power during power outages.
 
The project tasks include:

     2. Grant Administration, Compliance, and Close-Out
 
The firm shall be aware this project is funded by the Louisiana Watershed Initiative Program.  Key personnel shall have experience working on projects funded and administered through this program in Louisiana. 
 

 
REQUIREMENTS WITH TWO OR MORE OF THE FOLLOWING: 
Successful proposer shall include one or more team members with experience, knowledge of and application of federal laws, regulations and policies that govern the Louisiana Watershed Initiative Program.
Successful proposer shall demonstrate experience with other state and federal grant programs such as FEMA Public Assistance and Hazard Mitigation programs, HUD Community Development Block Grants, and application of federal laws, regulation and policies is also required.
Successful proposer shall demonstrate personnel experience in working with engineering firms and municipal governments on wastewater and drainage grant projects.
Successful proposer shall demonstrate knowledge and understanding of the City of St. Martinville’s development standards and requirements.
Successful proposer shall demonstrate experience with the National Environmental Preservation Act (NEPA) compliance requirements.
Successful proposer shall conform to Federal Regulations 2 CFR Section 200.318 including, but not limited to, maintaining records and written standards of conduct.
