Notice is hereby given that sealed Bids will be received by East Feliciana School Board, Clinton, Louisiana, on the following project:

East Feliciana Parish High School HVAC Control Upgrades.

A mandatory Pre-Bid conference will be held at 11:20 A.M. local time on Friday, April 5, 2013 at the East Feliciana High School, 3501 Hwy 10, Town of Jackson, Louisiana. Representatives of Owner and Engineer will be present. At the site, the scope of work for the project will be discussed. Bidders are required to attend and participate in the conference.

The pre-bid cost estimate for this project is $567,000. Note anticipated project start and/or completion dates are set out in Bid documents. Bids will be on a lump sum price basis; segregated Bids will not be accepted.

This project, funded under the American Recovery and Reinvestment Act of 2009, requires compliance with the Davis-Bacon Act. The current Prevailing Wage determination is included in the Bidding Documents. Contractor shall be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts that require all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by Recovery Act to pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor for corresponding classes of laborers and mechanics employed on similar projects in the area. In accordance with La. R.S. 38:2212.10 verification of employees involved in public contract work, shall also apply to this project.

To qualify to bid, each bidder shall be a properly licensed Contractor in accordance with Louisiana Revised Statutes 37:2150-2163 for the classification of Building Construction. Contractors desiring to bid shall submit evidence that they hold license of proper classification in full force and effect at the time the bidding documents are requested from the office of the Engineers. The Contractor shall show his license number on the bid form and on the envelope containing his Bid.

In accordance with LA R.S.38:2212(A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity. La. R.S. 37:2163A(1) requires Contractor to place State Contractor License Number on outside of sealed bid envelope. Bids received after this time will not be accepted and will be returned unopened. Bids will be opened and publicly read aloud at an East Feliciana Parish School Board Bid Opening Committee Meeting scheduled for Thursday, April 25, 2013 commencing at 1:30 P.M.
