Advertisement for Bids
Sealed bids will be received by the PLAQUEMINES PARISH SCHOOL BOARD until 2:00 PM CST on Tuesday, December 20, 2011, at the School Board Office located at 557 F. Edward Hebert Blvd., Belle Chasse, Louisiana 70037, at which time bids for the Head Start Facility Improvements, Belle Chasse Primary School, 539 F. Edward Hebert Boulevard, Belle Chasse, Louisiana 70037 will be opened and publicly read aloud. The Contract Documents have been prepared by Chenevert Architects LLC, 8200 Hampson Street, Suite 200, New Orleans, LA 70118 (504) 314-1404. Bids received after the above time will not be accepted. Any person requiring special accommodations shall notify the Plaquemines Parish School Board, through their Construction Manager, HOV Services, LLC / Meridian, 117 Jarrell Drive, Belle Chasse, LA 70037 (504 / 392 - 3313), of the types of accommodations required not less than seven (7) days before the bid opening.
Bids shall be submitted in a sealed opaque envelope containing only one bid form. The bid envelope shall be identified on the outside with the name of the project, and the name, address, and Louisiana contractor’s license number of the Bidder.
Bidders may choose to submit their bid electronically. Bids submitted electronically shall be through Central Bidding at www.centralbidding.com.
Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information to Bidders. The Plaquemines Parish School Board requires the Bidders to attach a certified check, cashier's check, or bid bond, issued in favor of the Plaquemines Parish School Board, equal to five percent (5%) of the sum of the Base Bid and all Alternates as an evidence of good faith of the Bidder. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of “Highway Street and Bridge Construction.” Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for cause; such action will be in accordance with Title 38 of the Louisiana Revised Statutes. In accordance with La. R.S. 38:2212 (A) (1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived.
The successful bidder shall be required to furnish the Owner with a performance bond for 100% of the contract amount prior to the issuance of a contract to perform the work.

Because the Pre-Bid Conference is mandatory, any bids submitted by a bidder not in attendance at the Pre-Bid Conference will be rejected by the Plaquemines Parish School Board without being opened.
The bidding documents, consisting of drawings, specifications and other Contract Documents for the project, are available on the internet at www.aeplans.com. Any reprographer registered with AEPlans can also provide a set of documents.
The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
The Instructions to Bidders contained in the bidding documents and all requirements contained therein are incorporated into this advertisement for bids as if herein completely set forth.
