Notice is hereby given that sealed bids will be received for St. Tammany Parish Recreation District No. 14, 13505 Highway 1085, Covington, LA 70433, until 2:00 p.m. local time on MONDAY, OCTOBER 31, 2022

ANY PERSON REQUIRING SPECIAL ACCOMMODATIONS SHALL NOTIFY JOSEPH FURR DESIGN STUDIO, LANDSCAPE ARCHITECTURE, OF THE TYPE(S) OF ACCOMMODATION REQUIRED, NOT LESS THAN SEVEN (7) DAYS BEFORE THE BID OPENING. ELECTRONIC BIDDING IS ALLOWED AS PROVIDED FOR BY THE STATE OF LOUISIANA BID LAW.
 
Bid documents are posted on https://www.centralauctionhouse.com/main.php.   To view these, download, and receive bid notices by e-mail, you must register with Central Auction House (CAH).  Vendors/Contractors have the option to submit their bids electronically or by paper copy.   For information about the electronic submittal process, contact Central Bidding Support at 225-810-4814. 
                  Each bid shall be either hand delivered by the bidder or his agent, or such bid shall be sent by United States Postal Service registered or certified mail with a return receipt requested, or shall be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or taken, including receiving any hand delivered bids, on days which are recognized as holidays by the United States Postal Service.

All bids must be submitted on the blank Louisiana Uniform Public Work Bid Form furnished with the bidding documents.  All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project.

The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project.

All bidders are strongly requested to attend and participate in the pre-bid conference in order to receive specific information about site access and critical path scheduling that will be important in preparing bids.
 
Each bidder shall have a Louisiana General Contractor’s License to bid on contracts for public projects in which the bid price exceeds $50,000.00 as required by the laws of the State of Louisiana.  Each BIDDER shall show on the outside of the envelope containing his bid, his current General Contractor’s License number, or if applicable, a statement certifying that the bid enclosed does not exceed $50,000.00 for a public project, his name, and the name of the contract for which the bid is submitted.  No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.

The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
Advertisement to be published: October 5, 2022, October 12, 2022 and October 19, 2022.
 

Additional Notes/Requirements
In summary, the work includes the construction of a new asphalt parking lot with 166 standard parking spaces, 6 standard ADA spaces and 4 van accessible spaces, (176 total spaces). Additional items included in the scope of work are demolition, earthwork & site grading, parking lot drainage and concrete sidewalks.
