REQUEST FOR PROPOSALS
 
Notice is hereby given that the following School Food Authorities (SFAs):
St. Charles Parish Public Schools, Tangipahoa Parish Public Schools, Livingston Parish Public Schools, Washington Parish Public Schools, St. Bernard Parish Public Schools, Bogalusa City Schools, NOLA Public Schools and St. Mary's Parish Schools will receive sealed proposals at St. Charles Parish School Board Office, Child Nutrition Department, 13855 River Road, Luling, LA 70070 until 9 a.m., Friday, January 10, 2025, for processing of USDA commodity beef, chicken, pork, turkey, eggs, cheese, tomato paste, pollock, flour, and dehydrated potatoes. All product manufacturers must have an approved contract for commodity processing by the Louisiana Department of Agriculture and Forestry, Food Distribution Division prior to submitting a proposal.
 
All proposals are required to be submitted by either certified or registered mail with a return receipt requested or hand-delivered at which time a receipt will be issued. UPS and Federal Express are acceptable. All proposals shall be submitted in a sealed envelope clearly labeled on the outside COMMODITY PROCESSING PROPOSAL, January 10, 2025. Proposals will be opened and publicly acknowledged at the hour of 9 a.m. on Friday, January 10, 2025 in the Office of Child Nutrition, St. Charles Parish Public Schools, 13855 River Road, Luling, Louisiana.
 
No proposal will be accepted after the time of opening under any circumstances whatsoever.  It is the responsibility of the company submitting the proposal to see that the proposal is in the Office of Child Nutrition before the time of proposal opening.
 
Awards will be based on a variety of factors: processing fees, nutritional standards, finished yields per pound of commodity product, minimum drop requirements, and product acceptability. SFAs reserve the right to reject a proposal and to waive any informality whenever such action is in their best interest.

1. The RFP states that Commodity Codes 100100 & 100103 will be awarded to single vendors. Are specific products in the specifications being listed under those commodity codes, or is it based on what vendors submit? 2. Is electronic signature accepted? 3. Can more than one item be bid on a single line? 4. Should the entire RFP be returned with the bid, or will we only need to submit the RFP documents requiring our signature & information? 5. Can we exclude line items we will not be bidding from our submittal? 6. Can you clarify the specific term dates for this RFP?

Each item will be evaluated based on the USDA product code provided by the vendor, and verified on the SEPDS. 2. Is electronic signature accepted? Yes. 3. Can more than one item be bid on a single line? Multiple items can be bid per each item listed. Please make a separate listing for the subsequent items to ensure that all information is easily discernable. 4. Should the entire RFP be returned with the bid, or will we only need to submit the RFP documents requiring our signature & information? You only need to return the documents requiring your signature and documentation. Ex. If you are not bidding on any Flour items, you do not need to return that section 5. Can we exclude line items we will not be bidding from our submittal? You only need to return the pages for the items that you bid on. Make sure to return the signature page for any USDA Product Type that includes a bid submission. 6. Can you clarify the specific term dates for this RFP? This is for SY25/26 - July 1, 2025-June30,2026.
