1. PROJECT :
Office Buildings for Pointe Coupee Parish Police Jury, Court Street, New Roads, La.

2. BIDS DUE:
Sealed bids for this Project shall be received by the Pointe Coupee Parish Police Jury, P. O. Box 290, New Roads, La. 70760 until 2:00 p. m., Tuesday, September 13, 2011 and shall at that time and place publicly open the bids and read them aloud.

5. BIDDING DOCUMENTS:
Bid Documents may be obtained from the Architect. Each public entity advertising and letting for bid a public works contract under the provisions of RS 38:2212 shall furnish all prime bidders who request bid documents and who are properly licensed by the Louisiana Licensing Board for Contractors with at least one set of complete bid documents. The public entity may require a deposit on the bid documents; however, the total cost of the deposit, including handling fees and other costs shall not exceed twice the actual cost of reproduction. Deposits on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of document furnished to bidders the deposit less actual cost of reproduction, will be refunded upon return of the documents no later than ten days after receipt of bids. Deposit for each set of the bid documents is $100.

6. LICENSED CONTRACTORS:
Bids shall be accepted only from Contractors who are licensed under RS 37:2150 -2163 for the
classification of Building Construction.

7. BID BOND:
All bids must be accompanied by bid security equal to 5% of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier's check or Bid Bond Form written by a company licensed to do business in Louisiana, counter - signed by a person who is under contract with the surety company or bond issuer as an agent of the company or issuer, and who is licensed as an insurance agent in this State, and who is residing in this State. Surety represents that it is listed on the current U.S. Department of the Treasury Financial Management Service list of approved bonding companies and that it is listed thereon as approved for an amount equal to or greater than the amount for which it obligates itself in this instrument. No bid bond indicating an obligation of less than five 5% by any method is acceptable.



8. PERFORMANCE AND PAYMENT BONDS:
The successful bidder shall be required to furnish and pay for Performance and Payment Bonds written by a company licensed to do business in Louisiana, which shall be counter - signed by a person who is contracted with the surety company or bond issuer as an agent of the company or issuer, and who is licensed as an insurance agent in this State, and who is residing in this State, in an amount equal to 100% of the contract amount. By issuing such Performance and Payment Bonds, the surety acknowledges they are on the current U.S. Department of the Treasury Financial Management Service list of approved bonding companies, and complies with all other provisions of RS 38:2219.

9. TIME PERIOD FOR HOLDING BIDS:
A political subdivision upon receipt of bids for the undertaking of any public works contract shall act within 45 calendar days of such receipt to award said contract to the lowest responsible bidder or reject all bids, unless extended in accordance with RS 38:2215.

10. REJECTION OF BIDS:
The Owner reserves the right to reject any and all bids for just cause. In accordance with RS: 38:2212 (A)(1)(b), the provisions and requirements of this section, those stated in the Advertisement for Bids, and those required on the Bid Form shall not be considered as informalities and shall not be waived by any public entity.

11. OWNER’S OBLIGATION:
The Owner shall incur no obligation to the Contractor until the Agreement between the Owner and Contractor is fully executed.

12. PUBLISH ADVERTISEMENT:
In the Pointe Coupee Banner, once a week for weeks as follows: August 11, 18 & 25, 2011.
