Sealed Bids will be received by the Town of Killian at Killian Town Hall, located at 28284 Highway 22, Springfield, Louisiana until Thursday, September 7, 2023 at 2:00pm for the
At which time bids will be opened and publicly read aloud.  Electronic bids will also be accepted.  Please find bid related materials and place your electronic bids at Central Bidding,  www.centralauctionhouse.com. Bids received after the above time will be returned unopened.  The project consists of the replacement of a portion of the existing water main along Austin Street in Killian, LA.  Complete bidding documents are available exclusively online at the Central Bidding website. A MANDATORY PRE-BID MEETING will be held at the Killian Town Hall, 28284 Highway 22, Springfield, Louisiana on Tuesday, August 29, 2023 at 2:00pm.  Bids will be accepted only from contractors that attend the Pre-Bid Meeting.  Please note, the meeting will start promptly at 2:00pm and all bidders must be present at the start of the meeting.  

All bids must be accompanied by a bid security equal to five percent (5%) of the base bid and any alternatives and subject to the conditions provided in the Instructions to Bidders.  The successful contractor will be required to enter into a contract with the OWNER and to furnish all the materials, perform all of the work, supervise, coordinate, administrate and be responsible for the work of the entire project.  No bids may be withdrawn after the closing time for receipt of bids for at least forty-five (45) days.  The bond of the low bidder will be held for forty-five (45) days, or until the contract is signed, whichever is shorter.

The Contractor must submit a CORPORATE RESOLUTION or written evidence of the authority of the person signing the bid along with the bid. 

PERFORMANCE AND PAYMENT BOND:  A performance and payment bond for the work will be required upon execution of the contract, equal to one hundred percent (100%) of said contract written by a company licensed to do business in Louisiana and who is currently on the U.S. Department of the Treasury Financial Management Service List.  The bond shall be countersigned by a person who is under contract and who is licensed as an insurance agent in the State of Louisiana, and who is residing in this state. Please note that Federal guidelines require a bid bond, performance bond and payment bond.

BID REJECTION - Town of Killian (Owner) reserves the right to reject any and all bids for just cause.  In accordance with La. R.S. 38:2212 (A) (1) (b), the provisions and requirements of this section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.  

NOTE: BIDS SHALL ONLY BE ACCEPTED FROM CONTRACTORS WHO ARE LICENSED UNDER LOUISIANA CONTRACTORS LICENSING LAW. Bidders must meet the requirements of the State of Louisiana Contractor’s Licensing Law, R.S. 37:2151 et seq.
