Notice is hereby given that sealed bids (one original) will be received by the Lafayette Parish School System Purchasing Department, located at 113 Chaplin Drive, Lafayette, Louisiana, 70508. Delivery to any other department other than the Purchasing Department is unacceptable and may result in non-consideration of the bid. Bids will be received until 11:00 a.m., CST on October 29, 2013 for construction of the following project as delineated on the Proposal Form:

SUMMARY DESCRIPTION OF PROJECT:
The project will be bid so as to include a Base Bid as follows:
Base Bid: The Project consists of furnishing all labor and materials including performance of all work for the construction of a 5,167 square foot pre-engineered metal building warehouse addition in Lafayette, Louisiana.
It is further understood and agreed that the work under this contract shall be completed within the time stated on the Bid Proposal, subject to reimbursement to the owner of liquidated damages in the amount of Two Hundred dollars ($200.00) per consecutive calendar day.
Bids will be publicly opened and read aloud at the above stated time and date in the Personnel Conference Room of the Lafayette Parish School System Central Office Building.
Upon deposit of One Hundred Dollars ($100.00) for each set of documents, complete bidding documents may be obtained from: Ziler Architects, 337-269-6326, 101 Calco Blvd., Lafayette, Louisiana 70503. The deposit is fully refundable to general contractors, for up to two (2) sets, who submit a bonafide bid upon return of the documents, in good condition no later than ten (10) working days after receipt of bids. All subcontractors and material suppliers may receive a 50% refund upon return of the documents, in good condition no later than ten (10) working days after receipt of bids. Each bid must be accompanied by a certified check, cashier’s check, or Bid Bond payable to the Lafayette Parish School System, the amount of which shall be five percent (5%) of the amount of the proposed Base Bid plus all Alternates. Money Orders will not be accepted. This shall be given as guarantee that the bidder will execute the contract, if it is awarded to him, in conformity with the Contract Documents. If a Bid Bond is used, it must meet the requirements according to R.S. 38:2218.
The successful Bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract, written by a company licensed to do business in Louisiana, and who is currently on the U.S. Department of the Treasury Financial Management Service List, or by a Louisiana domicile insurance company with at least an A-rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policy holder’s surplus as shown in the A.M. Best’s Key Rating Guide and complies with R.S. 38:2219 (R.S. 28:2218 Bid Bond). The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as agent of the company and who is licensed as an insurance agent in this State, and who is residing in this State.
Bids shall be accepted only from contractors who are licensed by the Louisiana State Licensing Board for Contractors for the classification of Building Construction. No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La. R.S. 38:2214.
A Pre-Bid Conference will be held at the job site at 10:00 a.m. CST, October 17, 2013.
The successful bidder shall supply all required insurance with carrier(s) acceptable to the Lafayette Parish School System.
The owner reserved the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of this action, those stated in the Advertisement for Bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
The Lafayette Parish School System strongly encourages the participation of minority business enterprises in all contracts or procurements let by the Board for goods and services. To that end, all contractors and suppliers are encouraged to utilize minority business enterprises in the purchase or sub-contracting of materials, supplies, and services in which minority owned businesses are available.
