Sealed bids from Contractors will be received by the Jefferson Davis Parish Police Jury at the Police Jury Meeting Room, 304 North State Street, Jennings, Louisiana, on Wednesday, February 10, 2016, until 5:00 p.m. CST for all labor, materials, and equipment required to fully complete the project entitled “JEFFERSON DAVIS PARISH LIBRARY, MAIN BRANCH SECOND FLOOR RENOVATIONS, 118 WEST PLAQUEMINE STREET, JENNINGS, LOUISIANA”.  Bids will be publicly opened and read aloud shortly after the time and at the place stated above.
 
Complete Bid Documents for this Project are available in electronic form.  They may be obtained from Central Bidding / Central Auction House at https://www.centralauctionhouse.com, (225) 810-4814.  Printed copies are not available from the Architect, but arrangements can be made to obtain them through most reprographic firms.  Plan holders are responsible for their own reproduction costs.  Questions about this procedure shall be directed to the Architect at:

Bids shall be accepted only from Contractors who are licensed by the State of Louisiana for the classification of Building Construction and registered as a Prime Bidder with Central Bidding / Central Auction House at https://www.centralauctionhouse.com.   No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La.R.S. 38:2214.
       
A MANDATORY PRE-BID CONFERENCE WILL BE HELD
at 11:00 a.m. CST on Wednesday, January 20, 2016
at Jefferson Davis Parish Library Main Branch 118 W. Plaquemine Street, Jennings, Louisiana 70546
 
 
Each bid will be accompanied by a certified check, cashier’s check or bid bond payable to the Jefferson Davis Parish Police Jury, the amount of which shall be five percent (5%) of the proposed base bid plus all alternates.  Money Orders will not be accepted.  This shall be given as guarantee that the bidder will execute the Contract, if it be awarded to him, in conformity with the Contract Documents.  If Bid Bond is used, it shall meet the requirements according to R.S. 38:2218.
 
The successful bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract written by a company licensed to do business in Louisiana, and who is currently on the U.S. Department of the Treasury Financial Management Service List or by a Louisiana domiciled insurance company with at least an A-Rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policyholder’s surplus as shown in the A.M. Best’s Key Rating Guide and complies with R.S. 38:2219 (R.S.28:2218 Bid Bond).  The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as an agent of the company and who is licensed as an insurance agent in this State and who is residing in this State.
 
The Owner reserves the right to reject any and all bids for just cause.  In accordance with LA R.S. 38:2212 (A)(1)(b), the provisions and requirements of this section, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
Contract, if awarded, will be on a single lump sum basis to bidders licensed under the provisions of Contractor's Licensing Law of the State of Louisiana. If the Bidder is notified of the acceptance of the bid within forty-five (45) days of the opening of bids, he agrees to execute a Contract for the work accepted, in the Standard Form of AIA Contract Document A-101, within ten (10) days after receipt of written notice from the Owner that the instrument is ready for signature, and that he will complete the work within one hundred fifty (150) calendar days following Notice to Proceed as stipulated in Section 8.2 of the General and Supplementary Conditions.
 
Completion of the Contract must be within the time stated in the AIA Document A101 – 2007 and as stated in “Section 00090 - Instructions to Bidders” subject to such extensions as may be granted in the General Conditions, or the Contractor will be subject to reimburse to the Owner Liquidated Damages of $500.00 per calendar day as stated in the AIA Document A101 – 2007 and described in Section 8.3.3 – “Time Schedule and Penalty” of the General Conditions for each day of delay of completion beyond the adjusted completion date.
 
Bids will be evaluated by the Purchaser based on cost, quality adaptability of the particular material to the use intended and delivery time of material. 
 
All bids must be in the hands of Ms. Rebecca S. Gary, Secretary/Treasurer, Jefferson Davis Parish Police Jury, 304 North State Street, Jennings, Louisiana 70546, on or before the time specified and must be plainly marked on the outside of the envelope:
