INVITATION TO BIDDERS
Sealed bids will be received on July 15, 2014, by the Pointe Coupee Parish Port Commission, at the Courthouse Annex Building, 160 East Main Street, in New Roads, Louisiana until 2:00 P.M. At 2:00 P.M., all bids will be publicly opened and read at the Courthouse Annex Building. Subsequent to the opening, the bid/bids will be evaluated by the appropriate party/parties and will be presented to the Pointe Coupee Parish Port Commission Chairman for handling in accordance with the Louisiana Public Bid Law.

To view these, download, and receive bid notices by e-mail, you must register with Central Auction House (CAH). Vendors/Contractors have the option to submit their bids & bid bonds electronically or by paper copy. Bids received prior to the time of the scheduled bid opening will be securely kept unopened. No bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.

Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of La. R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit their Louisiana Contractor?s License Numbers as evidence that they hold a license of HEAVY CONSTRUCTION AND/OR SPECIALTY IN DEMOLISHING WORK AND/OR WRECKING AND DISMANTLING that is in full force and effect.
The plans, specifications, and proposal forms are on file in the office of the Pointe Coupee Parish Port Commission. A copy of the plans and specifications may be obtained by each prospective bidder from the office of the Engineer, T. Baker Smith, LLC, 412 S. Van Avenue, Houma, LA 70363, at a cost of twenty-five dollars ($25.00.) In accordance with R.S. 38:2212 A (1) (c), deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents. Deposits on any additional sets will be refunded less the actual costs of reproduction. Refunds will be made upon return of the documents, if within 10 days after receipt of the bids. Bidders are required to comply with La. R.S. 38:2212(O), as may be amended (further described in the Instruction to Bidders). Failure to include a copy of the appropriate signature authorization, if required, shall result in the rejection of the bid as non-responsive.
All bids shall be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the bid made payable to the Pointe Coupee Parish Port Commission. Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents. In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, and signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided. The Pointe Coupee Parish Port Commission reserves the right to reject any and all bids in accordance with State Bid Law.
