NOTICE OF INVITATION TO BID - REGENERATIVE AIR SWEEPER
The Tupelo Airport Authority (TAA) will receive Electronic Reverse Auction Bids for the following:
ONE DIESEL POWERED 7.3 CUBIC YARD VOLUMETRIC
CAPACITY PAVEMENT SWEEPER
- Un-Priced Bid Proposals for One Diesel Powered 7.3 Cubic Yard Volumetric
Capacity Pavement Sweeper will be accepted until 2:00 p.m. on Wednesday, July 28, 2021.
Un-Priced Bid Qualifications, Specifications may be examined at the TAA Executive Director’s office at 662-841-6570, located at 2704 West Jackson Street, Tupelo, Mississippi 38801. Copies of the Un-Priced Bid Qualification Specifications may be obtained at www.centralbidding.com for a fee. For any questions relating to obtaining the Un-Priced Bid Qualifications Specifications from Central Bidding, electronic submittals and/or bidding process, please call Central Bidding at 225-810-4814.
Pursuant to MS Code 31-7-13 and House Bill 1109, this Pavement Sweeper will be produced through a multi-step procurement process, including a Reverse Auction. In Phase One, un-priced technical proposals are evaluated for potential acceptability based upon pre-determined criteria. In Phase Two, only those bidders whose technical proposals are determined acceptable shall be invited to provide priced bids for consideration.
All Sealed “Un-Priced Bid Proposals” must be on file with the Executive Director of the Tupelo Airport Authority prior to or by the acceptance date and time as stated above. All Sealed Un-priced Bid Proposals must be clearly marked on the outside of the envelope as indicated: “ONE DIESEL POWERED 7.3 CUBIC YARD VOLUMETRIC CAPACITY PAVEMENT SWEEPER, to be opened Wednesday, July 28, 2021". Sealed Un-Priced Bid Proposal envelopes not so marked are submitted at the risk of the prospective Bidder and Tupelo Airport Authority assumes no responsibility for the premature opening of same by any Tupelo Airport Authority employee. All Sealed Un-Priced Bid Proposals sent through the U.S. Mail are done so at the risk of the Prospective Bidder and should be addressed to the Executive Director, Tupelo Airport Authority, 2704 West Jackson Street, Tupelo, Mississippi 38801. The Tupelo Airport Authority is NOT responsible for Un-Priced Bid Proposals that arrive in the mail after the designated opening time. Un-Priced Bid Proposals may be delivered in person to the Tupelo Airport Authority, 2704 West Jackson Street, Tupelo, Mississippi 38801 until 2:00 p.m. on Wednesday, July 28, 2021 by the accepting time as listed above.
All Electronic “Un-Priced Bid Proposals” may be submitted electronically at www.centralbidding.com no later than 2:00 p.m. on Wednesday, July 28, 2021 by the accepting time as listed above. Submissions will be evaluated and vendors submitting acceptable Un-Priced Bid Proposals will be invited to participate in the Electronic Reverse Auction. The Tupelo Airport Authority reserves the right to extend the auction date if necessary to complete the pre-qualification process.

The Tupelo Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, [disadvantaged business enterprises] will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The Tupelo Airport Authority expressly reserves the right to accept or reject any or all un-priced bid proposals or bids or any part of any or all bids based on a lowest and best bid determination. If the bid documents request separate bids on phases or items of a project, the Owner reserves the right to accept or reject any or all un-priced bid proposals or bids or any part of any or all un-priced bid proposals or bids based on qualifications and/or lowest and best bid determination on each phase or item for which a separate bid is requested. The Owner reserves the right to reject any and all Un-Priced Bid Proposals and to waive informalities.
Bids may be held by the Owner for a period not to exceed Ninety (90) days from the date of submittal for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Purchase or Contract.

Proxy Bidding and Bid Increments:
"Proxy bidding" makes bidding on auctions easier and less time-consuming for buyers.
Central Auction House will automatically place a bid on your behalf for the lowest amount possible up to your maximum bid using an increment bidding system. This allows you to remain the highest bidder for the auction until your maximum bid amount has been reached, also your proxy bid will remain confidential. To activate Central Auction House's proxy bidding system, simply enter the maximum price you are willing to bid, following these steps:
-When you place a bid, you enter the maximum amount you're willing to pay for the item(s). The seller and other bidders won't know your maximum bid.
-We place bids on your behalf using the automatic bid increment amount, which is based on the current high bid. We increase your bid only as much as necessary to make sure that you remain the high bidder, up to your maximum amount.
-If another bidder places the same maximum bid amount as yours, the bidder who entered the amount first is the current winning bidder. Your maximum bid is kept confidential until it is exceeded by another bidder.
-You cannot lower a proxy bid once it is placed
-You can raise your own proxy bid: if you have a proxy bid in place for $1,000 and place another bid for $1,200 then the actual winning bid won't change but your proxy bid will be raised to $1,200
-Please note: When proxy bidding is used it may appear as if one bidder has outbid another with the exact same amount. Again, the person who submitted the amount first is considered to be the winning bidder.
Increment Bidding:
"Increment bidding" refers to the minimum amount an auction bid must be raised each time the current highest bid is surpassed. The increment is determined by the value of the most recent bid. See below:
Example:
-The current bid amount is at $150.00 USD.
-Buyer 1 places a maximum bid of $210.00 USD.
-The increment bidding system will automatically place bids on Buyer 1's behalf up to $210.00 USD.
-When Buyer 2 places a maximum bid of $200.00 USD, Buyer 1's bid will be automatically increased in the set increments (see Bid Increments Chart) until it reaches $210.00 USD.
-If Buyer 3 places a bid of $220.00 USD, they will become the highest bidder because they have surpassed Buyer 1's maximum bid.
-To continue, Buyer 1 must enter a new maximum bid, which meets or exceeds the increment established by the highest current bid amount.
-If Buyer 1 has a proxy bid of $500.00 USD, our system will automatically bid $230.00 USD for them.
