ADVERTISEMENT FOR BIDS Sealed bids will be received by the St. James Parish Government until 2:00 p.m. on Thursday, June 22, 2017 at the Office of the Operations Director, Convent Courthouse, Convent, Louisiana, at which time and place said bids will be publicly opened and read aloud. All bids must be submitted in a sealed envelope bearing the Bidder’s name, address, and State Contractor’s license number and must be addressed as follows: BID: Upgrade of Belle Rue Subdivision Drainage Failure to have the license number on the envelope will be cause for not opening the bid. The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of Environmental Engineering Services, Inc. located at 610 Belle Terre Boulevard, LaPlace, LA 70068. Hard copies may be obtained upon payment of $175.00 dollars per set. In lieu of, or in addition to, an electronic version (via USB flash drive) may be obtained upon payment of $50.00 dollars. Deposits will be fully refunded upon return of the documents and/or USB flash drive in original condition and no later than ten (10) days after receipt of Bids. Additionally, bid documents will be posted on www.centralbidding.com. To view these, download, and receive bid notices by e-mail, you will have to register with Central Auction House (CAH). Vendors/Contractors will have the option to submit their bids and bid bonds electronically or by paper copy. Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570. A mandatory pre-bid conference will be held at Office of the Operations Director, Convent Courthouse, at 10:00 a.m. on the 15th day of June, 2017. No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. Minority, female, and Section 3 participation is encouraged. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Work Hours Standard Act.
