Sealed bids will be received by the Board of Supervisors of Coahoma County, Mississippi
at the Coahoma County Courthouse, Clarksdale, Mississippi, until 10:00 AM on the
30th day of July, 2020 and shortly thereafter publicly opened for the construction of 310 LF
BRIDGE REPLACEMENT on the JOHNSON ROAD being known as Project No. ERBR-BR-1609(1)B in Coahoma
County, Mississippi.

BASIS OF AWARD
The award, if made, will be made to the lowest qualified bidder on the basis of published
quantities.
The attention of the BIDDER is directed to the State and Federal laws governing selection of and
employment of labor.
MINIMUM WAGE RATES for this project have been predetermined by the Secretary of the Department of
Labor in accordance with the requirements of Federal regulations governing the expenditure of
FEDERAL AID HIGHWAY FUNDS and are set out in the labor regulations contained in the proposal.
The Board of Supervisors hereby notifies all bidders that it will affirmatively insure
that in any contract entered into pursuant to this advertisement, minority business enterprise
will be afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, or national origin in consideration for an
award.
PLANS AND SPECIFICATIONS are on file in the Office of the Chancery Clerk of Coahoma County and the
County Engineer's office. This project shall be constructed in accordance with the latest edition
of the Mississippi Standard Specifications for State Aid Road and Bridge Construction.
PLANS AND PROPOSALS may be secured at the office of Smith & Weiland c/o Kenneth
L. Weiland, Coahoma County State Aid Engineer, 728 Cherry Street, Helena, AR 72342; or by

[email protected]. The Cost is $100.00 for plans and
$75.00 for the proposal, non-refundable. Plans and Proposals may also be downloaded
electronically by bidders on www.centralbidding.com. Questions regarding electronic bidding

Certified check or bid bond for FIVE PERCENT (5%) of the total bid, made payable to Coahoma County
and the State of Mississippi must accompany each proposal. For bidders submitting bids
electronically, the bond submitted must either be a bond issued by the Surety in electronic format
or the original hard copy of the bid bond must be submitted to the Coahoma County Board of
Supervisors, Coahoma, Mississippi prior to the bid opening in order for the bid to be valid.
Bidders are hereby notified that any proposal accompanied by letters qualifying in any
manner the condition under which the proposal is tendered will be considered an irregular bid and
such proposal will not be considered in making the award.
