Sealed bids will be received by the St. James Parish Government for the furnishing of all labor and materials and for the construction of the project designated as “CDBG – DR LUTCHER SEWERAGE POND IMPROVEMENTS.” Bids are to be stated for the construction of the emergency electrical generating systems, hydraulic dredging of the Lutcher sewerage lagoon, and baffle wall construction across the Lutcher sewerage lagoon.
Bids shall be addressed to the St. James Parish Government and delivered to the St. James Parish Courthouse, Director of Operations Office, located at 5800 Highway 44, Convent, LA 70723, no later than 2:00 p.m. on Thursday, May 29, 2014, at which time the bids will be publicly opened and real aloud. Bids must be submitted on the Louisiana Uniform Public Bid form. Each bid shall be enclosed in a sealed envelope showing the name, address, and license number of the bidder. Any bid received after the specified time and date will not be considered.
The Bidding Documents (including construction drawings and specifications) may be examined at the office of Waggoner Engineering, Inc., located at 1340 Poydras Street, Suite 2110, New Orleans, LA 70112.
Bids documents may be obtained from the office of Waggoner Engineering, Inc., upon deposit of $100 for each complete set. Plans and specifications will be available until twenty-four (24) hours before the bid opening. In accordance with Louisiana R.S. 38:2212, deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents no later than ten (10) days after receipt of bids. All other persons requesting plans and specifications shall pay a deposit of $100.00 and shall be refunded the remainder from the cost of reproduction ($50.00) upon return of the plans and specifications in good condition within 10 days from the bid date. The cost of mailing, if required, shall be billed separately for an additional $30.00 charge.
In addition to paper bids, bid documents will be posted on www.centralbidding.com. To view these, download, and receive bid notices by e-mail, you will have to register with Central Auction House. Vendors/Contractors will have the option to submit their bids and bid bonds electronically or by paper copy. Electronic bids and electronic bid bonds must be submitted through www.centralbidding.com prior to the bidding deadline. St. James Parish shall not be responsible if the bidder cannot complete and submit a bid due to failure or incomplete delivery of files submitted via the internet.
The Parish reserves the right to reject any and all bids for just cause. Such actions shall be in accordance the Louisiana R.S. 38:2214. The probable construction cost estimate for the work associated with the base bid is $400,000.00.
The Parish requires that each bidder attach to his bid a certified check, cashier’s check, or bid bond equivalent to 5% of the total bid as evidence of good faith of the bidder. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570.
No bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof except as provided by law.
The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, Davis–Bacon Act, Anti-Kickback Act, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. Minority and female participation is hereby encouraged by the Parish.

A pre-bid conference will be held at the St. James Parish Courthouse, 5800 Highway 44, Convent, Louisiana 70723, in the Office of the Operations Director, 2nd Floor, on Thursday, May 22, 2014, at 10:00 a.m. Attendance at this conference is not required, but bidders are advised that they will be required to state on the bid form that they have personally inspected and are familiar with the project site.
