ORIGINAL PUBLICATION REQUEST FOR PROPOSALS
Notice is hereby given that the Hancock County Board of Supervisors, Hancock County, Mississippi, will receive sealed proposals at the Board Office, 854 Highway 90, Bay Saint Louis, Mississippi, until 10:00 a.m. (CST) on Monday, October 17, 2022, and then publicly read aloud for the following:
EMERGENCY, DISASTER, OR PROVISIONAL DEBRIS REMOVAL AND DISPOSAL SERVICES.
Proposals not accompanied by this will be considered unresponsive and disqualified from
consideration. Proposal documents are being made available via digital or paper copy. All Prospective Contractors and Plan Holders may obtain the proposal documents at no charge by contacting Hancock County Board Assistant, Valerie Fitts, 854 Highway 90, Bay Saint Louis, MS 39520, [email protected], or at 228-467-0172 during regular business hours (8:00 a.m. – 5:00p.m., Monday – Friday). Proposal Documents will be available after 12:00 p.m. on Friday, September,16, 2022. Proposals may be submitted via sealed envelope or electronically at www.centralbidding.com until the time specified. Proposals received after the specified time will be returned unopened. Proposals submitted by sealed envelope must be addressed to Hancock County, County Administrator, 854 Highway 90, Bay Saint Louis, MS 39520 and designated as Proposal for:
EMERGENCY, DISASTER, OR PROVISIONAL DEBRIS REMOVAL AND DISPOSAL SERVICES. The current
Certificate of Responsibility Number shall be indicated on the exterior of the sealed proposal envelope in order to be opened. All Proposals submitted for $50,000 or less shall be so marked on the exterior of the sealed proposal envelope. Proposals sent through the U.S. Mail are done so at the risk of the Prospective Vendor/Contractor. The County is NOT responsible for proposals that arrive in the mail after the designated opening time.
If the agency is closed for any reason, including but not limited to: acts of God, strikes, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or other natural disasters (the “Force Majeure Events”), which closure prevents the opening of proposals at the advertised date and time, all proposals received shall be publicly opened and read aloud on the next business day that the agency shall be open and at the previously advertised time. The new date and time of the proposal opening, as determined in accordance with this paragraph, shall not be advertised, and all Vendors/Contractors, upon submission of a proposal, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Proposals shall be received by the agency until the new date and time of the proposal opening as set forth herein. The agency shall not be held responsible for the receipt of any proposals for which the delivery was attempted and failed due to the closure of the agency as a result of a Force Majeure Event. Each Vendor/Contractor shall be required to ensure the delivery and receipt of its proposal by the agency
prior to the new date and time of the proposal opening. The Owner expressly reserves the right to accept or reject any or all proposals or any part of any or all proposals based on a lowest and best proposal determination. If the proposal documents request separate proposals on phases or items of a project, the Owner reserves the right to accept or reject any or all proposals or any part of any or all proposals based on a lowest and best proposal determination on each phase or item for which a separate proposal is requested. The Owner reserves the right to waive informalities. The Hancock County Board of Supervisors will neither pay for any information herein requested nor be responsible for any costs incurred by the proposer. All proposals shall become the property of Hancock County Board of Supervisors upon submission. The Hancock County Board of Supervisors reserve the right to negotiate final price subsequent to the submission of proposals from the selected qualified proposers. Proposals may be held for a period not to exceed sixty (60) days from the date of the opening of proposals for the purpose of reviewing the proposals and investigating the qualifications of Contractors, prior to awarding of the Contract.

Contractors cannot control disposal fees, making it very difficult to accurately price. We respectfully request that the county make the tipping fees a pass-through if possible.
