Request for Proposals (RFP) will be received by the Ascension Parish Government Purchasing Office, 615 East Worthey Street, Gonzales, Louisiana 70737 until November 27, 2023 @ 3:00 PM local time for the following:
 
The Ascension Parish Government (Parish) is seeking to establish a contract with a qualified contractor for Household Hazardous Materials Collection Services.  The Parish wants to retain a contractor to collect, transport, and dispose of the materials collected at both events. The contractor shall be actively involved in the collection, transporting, and disposal of household hazardous materials for at least five consecutive years and shall be knowledgeable of applicable processes, and procedures.  The contractor shall furnish appropriate equipment (Heavy Equipment, e.g., Forklift etc.) and containers (collection of materials and tractor trailer for transportation etc.) where needed. The contractor shall remove the collected materials from the site, at the end of each event, and provide an accurate record of weight and disposal of the materials collected.
 
Firms/Individuals who are interested in providing services requested under this RFP must submit six (6) copies of proposals by the date and time specified.  The information shall be received in hard copy (printed) version by: Ascension Parish Government, Purchasing Department, 615 East Worthey Street, Gonzales, LA 70737 on or before 3:00 p.m. Central Standard Time on the date specified in the Schedule of Events. Electronic submittals are permitted via http://www.centralauctionhouse.com; however, six (6) hard copies must still be submitted within 24 hours of the Proposal submission deadline. 
 
Specifications/Proposal documents may be obtained at the Ascension Parish Government, Purchasing Office, 615 East Worthey Street, Gonzales, Louisiana 70737.  Electronic Request for Proposals are accepted at Central Bidding, http://www.centralauctionhouse.com.  For questions related to the electronic bidding process, please call Central Bidding at 225-810-4814.  All addenda, corrections, and responses to this public notice shall be posted to http://www.centralauctionhouse.com.
 
All questions regarding this RFP shall be submitted to the Purchasing Department via [email protected] by 3:00 PM on November 7, 2023.  Responses will be coordinated with the RFP Coordinator and posted on the http://www.centralauctionshouse.com by 3:00 PM on November 16, 2023. 
 
The Parish shall not be responsible if the bidder cannot complete and submit an RFP due to failure or incomplete delivery of the files submitted via the internet.
                                                                                                                                                            
The Parish reserves the right to disqualify any responses to Bids, or Request for Proposals if it is not authorized to do business in the State of Louisiana.
 
The Parish reserves the right to reject any and all bids or proposals for just cause.

Hello, Can you please clarify the different cells in the price schedule and what each requires us to submit? Solid Yellow vs. Blank vs. dashed lines through? Industry standard is to package and ship Latex paint in Cubic Yard Boxes and/or Roll offs, if the volume warrants it, for Solidification/Landfill and Oil Based paint only in Cubic Yard Boxes for Flammable Processing and Fuels Blend. Please advise it this is acceptable way to handle the paints as processing facilities for flammables are not equipped to handle roll offs, typically. Please list the car counts on the most recent 5 events you have completed. in 2018 you listed 375 cars that averaged 115 pounds of material each. Would you say that is typical and what we should expect in 2024?

Hello, Ascension Parish Government is seeking a contractor to collect, transport, and dispose of household hazardous materials in accordance with all industry standards, rules, and regulations. The RFP price schedule was intended to indicate the method by which hazardous materials will be packaged and transported by the successful candidate at the most cost effective price, and does not necessarily dictate appropriate industry standards. Our current contractor doesn’t transport anything by roll off, but rather, items are palletized or placed in appropriate containers for shipping by Semi. Keep in mind that there are other entities involved here. For example, the Louisiana Department of Environmental Quality collects latex paint that can be mixed in 5-gallon buckets, which is then handled by Habitat for Humanity. My understanding has always been that dried Latex paint can be sent to a landfill. Roll off dumpsters accommodate allowable items. The current contactor has always contacted American Oil to collect motor oil and I assume cooking oil for transport and disposal. Scrap metal is handled by our Scrap Metal Contractor. Tires are collected at the event, but are transported and disposed of by Environmental Industries. We cannot give any assurances of what to expect at each event. Below are the dates of the last five events and please keep in mind the quantities collected include tires and scrap metal, which this contactor isn’t responsible for. Also, we didn’t have any events in 2020 due to COVID: COLLECTION DATES / CARS / POUNDS COLLECTED * 10/7/2023 / 306 / TBD * 4/1/2023 / 555 / 119,833 lbs * 10/1/2022 / 595 / 77,168 lbs * 5/14/2022 / 470 / 81,504 lbs * 4/3/2021 / 861 / 132,239 lbs Please let me know if this does not answer your questions.

Is there going to be an updated price sheet to reflect the new information as stated in Addendum 1?

Also, Antifreeze is not listed on the price sheet for collection. How is this line item to be billed? How are the 2 lines for latex paint with no handling/packaging data to be handled?

How many staff should we be prepared to bring to each event? 16 as price sheet states, or 14-18 as stated in the Mobilization line or 24-30 as listed in Addendum 1? How are we to bill for the tires if they are not listed on the price sheet? What is the charge for these services since we are not handling them directly? Still waiting on the few questions left to be answered below. Regards.

Also, are the hard copies due on Tuesday 11/28 at 3PM since it mentions submitting hard copies 24 hours after electronic bid is due as of 11/27 at 3PM?
