SECTION 00 1000 - ADVERTISEMENT FOR BIDS
 

 
 
Sealed bids will be received at St. Charles Parish Hospital, 1057 Paul Maillard Road, Luling, Louisiana until 2:00 PM CST, Thursday, July 6, 2023, at which time bids will be opened in public in the Pelican Room for the following:
 
ST. CHARLES PARISH HOSPITAL MEDICAL OFFICES: GALLERY DECK REPLACEMENT
 
All bid forms shall include bid amount, name, address, and telephone number of bidder, and shall be submitted in a sealed envelope clearly marked:
 
“BID ON ST. CHARLES PARISH HOSPITAL MEDICAL OFFICES: GALLERY DECK REPLACEMENT - DO NOT OPEN UNTIL BID OPENING”
 
Address envelope to St. Charles Parish Hospital Service District #1, P.O. 87, Luling, Louisiana 70070, Attention: Thomas Duplantis. Bids received in violation of LA. R.S. 37:2163 (failure to provide contractor’s license number on the bid envelope) shall be stamped “Rejected”, returned unopened to the bidder and shall not be read aloud.
 
Any bid received after 2:00 PM CST, Thursday, July 6, 2023 shall be returned to the bidder unopened.
 
Complete Bid Documents for this project are available in electronic form. They may be obtained from www.centralauctionhouse.com. Printed copies are not available from the Architect, but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. Questions about this procedure shall be directed to the Architect at: Goodwyn Mills Cawood, LLC, 900 Camp Street, Suite 438, New Orleans, LA 70130, Phone (504) 224-9400.
 
All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project.
 
The successful bidder shall be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the contract amount.
 
A MANDATORY PRE-BID CONFERENCE WILL BE HELD Tuesday, June 27, 2023, meeting at 10:00 AM CST on the 2nd floor in Suite 230 / Common Space 200C at St. Charles Parish Hospital Medical Offices, 13100 River Road, Destrehan, LA, 70047. A mandatory pre-bid walk-through of project areas will follow. Please note that attendees arriving later than 10:05 AM CST will not be granted admittance to the pre-bid conference and walk-through. Please send an RSVP to Steve Ritten at [email protected] at least (7) days prior to the pre-bid conference. Bids received from Contractors who did not attend the mandatory pre-bid conference will not be considered.
 
The Contractor shall hold a Louisiana General Contractor’s license. Each bid shall be accompanied by a bid bond, certified check or cashier’s check for an amount equal to five percent (5%) of the total base bid and all alternates, and payable without condition to the owner as guarantee that the bidder, if awarded the contract, will promptly execute a contract in accordance with his/her proposal and all terms and conditions of the contract documents. A bid bond shall comply with LA. R.S. 38:2218(C) and 38:2219, as applicable. An executed affidavit must be submitted prior to bid award. Bids will be publicly opened and read aloud. No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
 
Bids may also be submitted electronically by going to www.centralauctionhouse.com. Contractors opting to submit an electronic bid will be required to register on the website and pay a one-time annual service fee for this service. Comply with electronic bidding as stated in the Louisiana Bid Law LA. R.S. 38:2212.1. Electronic bids shall contain all the same documents that are required in a physically delivered bid.
 
The Owner reserves the right to reject any and all bids for just cause, waive formalities and to reject non-conforming, non-responsive, unbalanced or conditional bids or bids submitted by non-responsible parties pursuant to the law. Bids which deviate from the project plan and specifications will not be considered. In accordance with LA. R.S. 38:2212(B)(1), the provisions and requirements of that Section and those stated in the bidding documents, shall not be waived by any entity.
 
Bidders need not be present for opening of bids.
