HANCOCK COUNTY, MISSISSIPPI’S NOTICE OF REVERSE ACTION BID FOR PURCHASE OF CERTAIN RADIO EQUIPMENT re: FY 2023 COPS Technology and Equipment Program Invitational Solicitation
Notice is hereby given that the Board of Supervisors of Hancock County, Mississippi, will accept UN-PRICED BID PROPOSALS to arrive on or before 10:00 A.M. on March 18, 2024, in sealed envelopes clearly marked “UN-PRICED BID PROPOSAL re: COPS Technology and Equipment Program.” This bid is funded by the Department of Justice, Project Title FY 23 COPS Technology and Equipment Program (Congressionally Directed Spending), Grant. Hancock County will be receiving bids for the following:
(1) Model VP6430, Kenwood 700/800mhz P25 Digital portable 2 way radio package. License options to include: P25 Conventional, P25 Phase I and Phase II, Instant Recording replay. P25 2 tone paging encode and decode, and ARC4/ADP encryption. Accessories include: 4100 mah Li-Po battery, rapid rate drop in charger, antenna, belt carry clip and 3 year warranty. Quantity up to 250 units;
(2) Model KMC-72W, Kenwood weatherproof remote speaker mic. Quantity up to 130 units.
(3) Model ATROC 15-3.5, receive only earpiece surveillance style with clear acoustic tube. Quantity up to 110 units.
(4) Model MPKNBL2LIP, 4100mah Li-Po spare battery. Quantity up to 250 units.
(5) Model VM5000, Kenwood 700/800 mhz P25 Digital mobile 2 way radio package. License options to include: P25 Conventional, P25 Phase I and Phase II, and ARC4/ADP encryption. Accessories include PTT mobile microphone, mounting bracket with hardware, DC power cable and 3 year warranty. Quantity up to 200 units.
(6) Model 760, 3db gain 700/800 hz mobile radio antenna with coax cable and connector. Quantity up to 20 units.
(7) One Control Head Option, for remote mounted control head to mobile radio.
(8) One Instant Replay Option, for instant recall and replay option to mobile radio.
(9) Installation and Maintenance and Labor, to include program mobile and portable 2 way radios to customer specifications.
Proposals should be mailed or hand-delivered to Hancock County Board of Supervisors Secretary, 854 Highway 90 Suite A Bay St. Louis, Mississippi 39520 or by electronic bid submission at www.centralbidding.com. Notice is further given that the Hancock County Board of Supervisors will, at www.centralbidding.com, at 10:00 A.M. Central Time and ending at approximately 10:30 A.M., unless extended by Anti-Bid Sniping, on Friday, March 29, 2024, accept electronic bids through a reverse auction for those items 1 through 9 for the Hancock County E911 Commission, according to specifications on file with the Purchase Clerk of the Board and online at www.centralbidding.com. Bidders may download official documents from Central Bidding at www.centralbidding.com, and reverse auction bids can be submitted through Central Bidding at www.centralbidding.com. The Board of Supervisors reserves the right, in its sole discretion, to select the bid deemed to be the most advantageous to Hancock County, and to waive any informalities affecting the bid.
In acquiring the aforementioned equipment, the Board of Supervisors expressly reserves the right to accept of reject any or all bids or any part of any or all bids based on a lowest and best bid determination in the best interest of the County. The Board of Supervisors may also consider the following factors in determining the award: date of delivery, services, prices, previous performance and experience of the bidder, cost of operation, quality, maintenance and warranty.
The County is an equal opportunity employer and contractor, and specifically solicits with this proposal small and minority firms, women’s business enterprises and labor surplus area firms to submit proposals. The County will further take additional further steps to assure that such minority businesses, women’s business enterprises and labor surplus area firms are used when possible, including its right to utilize any of the methods outlined in 2 CFR Section 200.321. Any contract resulting from this request for proposals will contain contract provisions including those listed in Title 2 CFR Sections 200.318-326, all contract provisions on the Addendum to the Contract and Resolution Regarding Federal Awards, both of which are provided at www.centralbidding.com, and any other required by the Grant. Bidders shall agree to be bound by those terms and to ensure grant and work compliance with same.
Hancock County has listed the included quantities solely for the purpose of evaluating bids. Hancock County reserves within its discretion to contract for different amounts of quantities than the amounts listed in the respective line items.

Proxy Bidding and Bid Increments:
"Proxy bidding" makes bidding on auctions easier and less time-consuming for buyers.
Central Auction House will automatically place a bid on your behalf for the lowest amount possible up to your maximum bid using an increment bidding system. This allows you to remain the highest bidder for the auction until your maximum bid amount has been reached, also your proxy bid will remain confidential. To activate Central Auction House's proxy bidding system, simply enter the maximum price you are willing to bid, following these steps:
-When you place a bid, you enter the maximum amount you're willing to pay for the item(s). The seller and other bidders won't know your maximum bid.
-We place bids on your behalf using the automatic bid increment amount, which is based on the current high bid. We increase your bid only as much as necessary to make sure that you remain the high bidder, up to your maximum amount.
-If another bidder places the same maximum bid amount as yours, the bidder who entered the amount first is the current winning bidder. Your maximum bid is kept confidential until it is exceeded by another bidder.
-You cannot lower a proxy bid once it is placed
-You can raise your own proxy bid: if you have a proxy bid in place for $1,000 and place another bid for $1,200 then the actual winning bid won't change but your proxy bid will be raised to $1,200
-Please note: When proxy bidding is used it may appear as if one bidder has outbid another with the exact same amount. Again, the person who submitted the amount first is considered to be the winning bidder.
Increment Bidding:
"Increment bidding" refers to the minimum amount an auction bid must be raised each time the current highest bid is surpassed. The increment is determined by the value of the most recent bid. See below:
Example:
-The current bid amount is at $150.00 USD.
-Buyer 1 places a maximum bid of $210.00 USD.
-The increment bidding system will automatically place bids on Buyer 1's behalf up to $210.00 USD.
-When Buyer 2 places a maximum bid of $200.00 USD, Buyer 1's bid will be automatically increased in the set increments (see Bid Increments Chart) until it reaches $210.00 USD.
-If Buyer 3 places a bid of $220.00 USD, they will become the highest bidder because they have surpassed Buyer 1's maximum bid.
-To continue, Buyer 1 must enter a new maximum bid, which meets or exceeds the increment established by the highest current bid amount.
-If Buyer 1 has a proxy bid of $500.00 USD, our system will automatically bid $230.00 USD for them.
