A. PROJECT IDENTIFICATION





Sealed bids will be received by the St. Charles Parish Public School Board, Office of Physical Plant & Administrative Services until 2:00 p.m. local time on Tuesday,


June 9, 2009, in the School Board Office Dufresne conference room located at 13855 River Road, Luling, LA 70070, at which time bids which have been duly received will be publicly opened and, except as provided in LA-R.S. 37:2163, read aloud for the following:

B. DESCRIPTION OF THE PROPOSED WORK





As per the plans and specifications prepared by Sizeler Thompson Brown Architects, the following will be constructed on the campus of Destrehan High School:





A new softball field with covered canopies and dugouts, a new toilet room, and a 5,000 square foot multi-purpose building with three indoor batting cages, restrooms, and storage. Underground site utilities to the buildings will be required with a new pile supported foundation for the buildings.





C. BID TYPE





Bids shall be on a lump-sum basis. Segregated bids will not be accepted.











D. BID DOCUMENTS AND DEPOSITS





Pursuant to LA-R.S. 37:2163, General Contractors may secure bidding documents at the Ridgeway’s New Orleans, 433 O’Keefe Avenue, telephone: (504) 522-3831, fax: (504) 522-4115 upon depositing the sum of $150.00 for each set of documents until 24 hours prior to bid opening. General Contractors shall submit evidence of Louisiana State License and License number to Ridgeway’s with deposit. Make bidding document deposit check payable to Sizeler Thompson Brown Architects. Bidding documents will be issued as follows:





1. General Contractors: Bidding documents will be issued only in complete sets.





2. Subcontractors/Vendors: Bidding documents may be obtained from General Contractors.


a. General Contractors may arrange with printer to have bidding documents purchased for or by Subcontractors/Vendors as outlined above.





3. Bidding documents will be shipped only if the requesting party makes all arrangements and assumes responsibilities for all charges.





Deposits on bidding documents will be refunded in accordance with LA-R.S. 38:2212A(1)(e). Bidding documents are also available at www.stcharles.k12.la.us, under “Quick Links,” select “Online Bids, RFP’s, etc.”





All sets of bidding documents shall remain the property of the Architect. Bidding documents shall, within ten (10) days after the date of opening bids, be returned unmarked and in good condition.





1. General Contractors: Deposits on the first set of bidding documents will be fully refundable to bona fide prime bidders when returned in compliance with stated requirements.





2. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents no later than ten days after receipt of bids.





Bidder shall certify that he is licensed under the provisions of LA-R.S. 37:2150 et seq. and show his license number on the bid envelope. Except as otherwise provided in LA-R.S. 37:2163, any bid that does not contain the contractor’s certification and show the contractor’s license number on the bid envelope shall be automatically rejected, shall be returned to the bidder stamped “Rejected” and shall not be read aloud. Any bidder who submits a bid for a type of construction for which he is not properly licensed shall be acting in violation of LA-R.S. 37:2163 and shall be subject to all provisions for violations and penalties thereof. Any interested person may object to the licensing classification of this public project in accordance with LA-R.S. 37:2163D.





E. BID SECURITY AND PERFORMANCE AND PAYMENT BONDS





Bid security in the amount of five percent (5%) of the total bid must accompany each bid. A certified or cashier’s check or a bid bond is acceptable bid security. If bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A-rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide. (LA-R.S. 38:2218.C).





The successful bidder will be required to furnish a Performance Bond guaranteeing faithful performance and a Labor and Materials Payment Bond guaranteeing the payment of all bills and obligations arising from the performance of the contract.





Sureties will be required to meet qualifications set forth in LA-R.S. 38:2218 and R.S. 38:2219 as applicable, and as set forth in the contract documents.





F. REJECTION OF BIDS





The St. Charles Parish Public School Board reserves the right to reject any or all bids, to waive any and all informalities, and to reject nonconforming, non-responsive, or conditional bids whichever is in the best interest of the St. Charles Parish Public School Board.





G. MANDATORY PRE-BID MEETING





A pre-bid conference will be held at the Destrehan High School front office at 1 Wildcat Lane, Destrehan, LA on Tuesday, May 26, 2009, at 10:00 a.m.
