Request for Proposals
This bid proposal is to serve as a depository for the Pearl River County School District (including debt service funds) and/or school activity funds and bond proceeds under its jurisdiction for the period beginning July 1, 2024 and ending June 30, 2027 and thereafter until new arrangements shall be made according to law.
Your bid proposal should address the following:
1. All accounts to be closed as of the last working day of each month with bank statements and canceled checks or Check 21 compliant images of canceled checks returned to the district within five (5) working days.
2. No charges are to be assessed for returned checks, the issuance of stop payments, wire transfers, CD imaging (ASCII format required), direct deposit services, on-line banking services, or monthly service charges.  The district is willing to allow the depository to hold an amount of funds in a non-interest bearing checking account to offset.  Please include the required amount to be held in your proposal.
3. Fees for positive pay services, if applicable.  
4. Fees for internet banking including cash management services for receiving ACH deposits to activity fund accounts, if applicable.
5. The interest rate to be paid on all checking accounts.
6. Fixed and variable rates will be considered.
7. As security for the deposits of the Pearl River County School District, the financial institution shall deposit with the Office of the State Treasury securities as specified in Section 27-105-5, Mississippi Code of 1972 as amended.
8. A current Collateral Security Agreement must be on file in the Office of the State Treasury.  Banks currently not having a Collateral Agreement must do so prior to July 1, 2024.
9. The financial institution guarantees that its officers are thoroughly familiar with the provisions of Sections 37-7-631; 27-105-305; 27-105-315; and 27-105-5, Mississippi Code of 1972 as amended and agrees to abide by the provisions thereof.
10. A Carriere or Picayune branch and/or arrangements for banking services in Carriere or Picayune required for all accounts.

Written or typed on the envelope should be “Depository Bid-Pearl River County Schools” and the date.  
2. Electronic proposals:
Electronic bids can be submitted at www.centralbidding.com.  For any questions relating to the electronic bidding process, please contact Central Bidding at 225-810-4814.
Proposals received after the designated time will be deemed invalid and will be returned unopened to the submitter.
Proposals will be publicly opened on Thursday, April 25, 2024 at 10:30 a.m. at the Pearl River County School District Office, 130 Alphabet Avenue, Carriere, MS 39426.
