NOTICE TO BIDDERS
 
Notice is hereby given that sealed bids will be received ONLY in the office of the Acadia Parish Police Jury, located at 505 N.E. Court Circle, Crowley, Louisiana, or by electronic bid at www.centralauctionhouse.com until 10:00 o'clock a.m. on Wednesday the 23rd day of August, 2017 for the “Subtitle D Liner in Phase IV at the Acadia Parish Sanitary Landfill” for the Acadia Parish Police Jury, and shall at that time and place be publicly opened and read aloud.  Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender.  The work shall consist of excavating approximately 55,000 cu. yds. of soil, placing 36,000 cu. yds. of clay liner, 8,400 sq. yds. of geosynthetic clay liner, 47,000 sq. yds. of HDPE liner, leachate collection trenches, gas collection trenches, and other related improvements.
 
Copies of plans and specifications are available at the office of Mader Engineering, Inc., 1245 South College, Building 1, Lafayette, Louisiana 70503 upon deposit of forty-five dollars ($45.00) per set, payable to Mader Engineering, Inc.  Plans and specifications shall be available until twenty-four hours before the bid opening date.
 
A Pre-Bid Conference has been scheduled for 10:00 am on Wednesday, August 16, 2017 at the Main Office of the Acadia Parish Sanitary Landfill.  It is mandatory for all bidders to attend this Pre-Bid Conference.  Any firm not represented at this conference will be disqualified from the bid process, will forfeit the deposit on plans and specifications, and will not have its bid opened.  In such cases the Engineer will send written notice of such disqualification to such firms and to the other firms who have purchased plans and specifications.
 
The Acadia Parish Police Jury reserves the right to consider the bidder’s past performance history at this facility as well as at other similar facilities, and to make such investigations as deemed necessary to determine the ability of the bidder to perform the work.  The Acadia Parish Police Jury also reserves the right to refuse to issue plans and specifications and/or reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Acadia Parish Police Jury that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.  All Contractors shall be required to submit a list of project experience in recompacted clay liner construction by the end of the day on the day after the Pre-Bid Conference.
 
Each bid shall be accompanied by a certified check, cashier's check, or bid bond payable to the Acadia Parish Police Jury, the amount of which shall be five percent (5%) of the base bid plus additive alternates.  If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A-Rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents.  The bid bond shall be issued by a company licensed to do business in Louisiana and countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this state and residing in this state.  The certified check, cashier's check or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the contract documents within ten (10) days.
 
No bidder may withdraw his bid for at least forty-five (45) days after the time scheduled for the opening of bids. Each bid shall be submitted only on the bid form provided with the specifications.  The successful contractor will be required to execute performance and labor and material payment bonds in the full amount of the contract as more fully defined in the bid documents.
 
Bids will be evaluated by the Owner based on the lowest responsible bid submitted which is also in compliance with the specifications.
 
Contractors or contracting firms submitting bids in the amount of $50,000.00 or more shall certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes of 1950 and show their license number on the front of the sealed envelope in which their bid is enclosed.  Contractors shall be licensed in at least one of the following classifications: Municipal and Public Works Construction, Heavy Construction, Specialty:  Sanitary Landfill Operations and Closeout, Specialty:  Earthwork, Drainage and Levees, or Specialty: Chemical Resistant Linings.  Bids in the amount of $50,000.00 or more, not submitted in accordance with this requirement, shall be rejected and shall not be read.  Additional information relative to licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana.
