West Feliciana Parish will receive bids for the construction of the following:
 
WATER/WASTEWATER OPERATIONS FACILITY
FP&C Project No. 50-J63-20-01
PARISH PROJECT No. 23-CWD13-401-01
 
PROJECT DESCRIPTION:  Construction of a new 2,100 Square Foot West Feliciana Parish Utilities building.  The existing structure shall be demolished (by others) prior to Notice to Proceed being issued.
 
Complete Bidding Documents for this project are available in electronic form upon request.  They may be obtained without charge and without deposit from VETERAN INSPECTIONS AND ASSESSMENTS, LLC (VIA, LLC contact below).  Printed copies are not available from the Consultant, but arrangements can be made to obtain them through most reprographic firms.  Plan holders are responsible for their own reproduction costs.  Questions about this procedure shall be directed to the Parish Engineer, Jim Ferguson, P.E., VIA, LLC, Telephone: (225) 535-0003, email: [email protected].
 
A Pre-Bid Conference will be held at 10:00 a.m., Local Time, Wednesday September 20th, 2023 at the West Feliciana Parish Office, 5934 Commerce Street, Saint Francisville, Louisiana 70775, Telephone: (225) 635-3864.
 
Pursuant to L.R.S. 38:2212.E.(1) Bidders, have the option to submit bids and bid bonds electronically.  Electronic bids for this project may be submitted through Central Bidding at www.CentralBidding.com.  To register, or for assistance with completing an e-bid, contact Central Bidding at 225-810-4814.
 
Sealed bids will be received until 2:00 p.m. Local Time, Wednesday, October 4th, 2023, by West Feliciana Parish Office, 5934 Commerce Street, Saint Francisville, Louisiana 70775.  No bids will be received after 2:00 p.m. on the same day and date.
 
Beginning as soon as feasible after the bid closing time, all bids will be publicly read aloud in the Parish Office, at the above referenced address, immediately after the 2:00 p.m. bid closing.  Bidders or their authorized representatives are invited to be present.
 
Bids, amendments to bids, or request for withdrawal of quotations, received after time specified for bid opening shall not be considered for any cause whatsoever.
 
Bids shall be firm for a period of ninety (90) days from the date of the opening of bids and no bid shall be withdrawn for any reason during this period of time except as allowed per R.S. 38:2214.C.
 
As security a Certified Check or Cashier's Check, payable to West Feliciana Parish or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total bid, shall be submitted with each bid.
 
The Bidder is advised that West Feliciana Parish is an Equal Opportunity Employer.  The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.  Any person with disabilities requiring special accommodation must contact the OWNER no later than seven (7) days prior to the bid opening.
 
Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
 
Minority owned firms, small businesses, and/or Section 3 businesses are encouraged to participate.
 
All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, R.S. 37:2150-2163, as amended, for all public contracts.  It shall also be the responsibility of the General Contractor to assure that all subcontractors comply with this law.  If required for bidding, Contractors must hold an active license issued by the Louisiana State Licensing Board for Contractors in the classification of COMMERCIAL, and must show their license number on the face of the bid envelope and the Bid Form.
 
In accordance with LA R.S. 38:2214 (B) West Feliciana Parish reserves the right to reject any and all bids for just cause.  In accordance with La. R.S. 38:2212 (A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form, shall not be considered as informalities and shall not be waived by any public entity.
