Sealed bids will be received by the St. James Parish Government in the Office of the Operations Director, 2nd Floor, Parish Courthouse, Convent, LA 70723, until 2:00 p.m., on May 15, 2014, for Renovations to the Lutcher Town Hall.

Printed copies of the plans, specifications, and bid forms may be obtained from URS, 7389 Florida Boulevard, Suite 300, Baton Rouge, LA 70806 (225-922-5700) with 24 hours advanced notice. In accordance with Louisiana Public Bid Law, prime bidders shall be charged a deposit of $100.00, and upon return of the plans and specifications in good condition within 10 days from the bid date, shall be refunded the full deposit. All other persons requesting plans and specifications shall pay a deposit of $100.00 and shall be refunded the remainder from the cost of reproduction ($50.00) upon return of the plans and specifications in good condition within 10 days from the bid date. The cost of mailing, if required, shall be billed separately for an additional $30.00 charge.

The probable construction cost estimate for the work associated with the Base Bid is $330,000.00 .
Proposals must be submitted on the Louisiana Uniform Public Work Bid Form furnished with the construction documents. Proposal sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit to the Architect evidence that they hold license of a contractor in the classification of Building Construction that is in full force and effect. Unlicensed Contractors must note on the bid envelope that their bid is being submitted under R.S. 37:2157, Paragraph (A)(6) of the Louisiana Contractor’s Law.
All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project.
The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project.
A pre-bid conference will be held at the St. James Parish Courthouse, 5800 Highway 44, Convent, Louisiana, 70723, in the Office of the Operations Director, 2nd floor, on May 1, 2014 at 10:00 a.m. Attendance at this conference is not required, but bidders are advised that they will be required to state on the bid form that they have personally inspected and are familiar with the project site.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of SPECIALTY: ROOFING AND SHEET METAL SIDING. Bidder is required to comply with the provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Attention to Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulation of the Federal government and State of Louisiana and bonding and insurance requirements. Minority, female, and Section 3 participation is encouraged.
Bidders must comply with the Title VI of the Civil Rights Act of 1965, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Work Hours Standard Act.

The Parish reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A) (1)(b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
