St. Charles Parish Public Schools School (“SCPPS”) is seeking proposals from qualified vendors to assist SCPPS in the management of certain emergency service projects, contract management, grants development and management, and other recovery monitoring needs in connection with Hurricane Ida recovery. Proposals are to be submitted electronically. Herein, the words “respondent(s)”, “vendor(s)”, “firm(s)”, or “proposer(s)” are used interchangeably, and refer to the entity who is submitting such a proposal.
 
Interested firms are invited to submit proposals to SCPPS electronically via the Central Auction House website located at the “Online Bids & RFPs” link under the Resources tab at the SCPPS website https://www.stcharles.k12.la.us/.
 
All proposals will be accepted until 12:00 noon local time (Central Standard Time) on March 3, 2022. All proposals received will be taken under advisement as submitted by the assigned date and time at SCPPS. All requirements must be addressed in the respondent’s proposal. Non-responsive proposals will not be considered. Failure to follow these instructions could result in disqualification of the proposal. SCPPS reserves the right to reject any and all proposals.
 
All proposals, whether selected or rejected, shall become the property of SCPPS. All information submitted with the proposal must be typed or legibly written. The proposal must be signed and dated by a representative of the firm who is authorized to negotiate contracts.
 
Questions related to this RFP should be submitted via the online site no later than 12:00 noon local time (Central Standard Time) on February 18, 2022.
 
This RFP does not commit SCPPS to award a contract or pay any costs incurred in the preparation of a proposal responsive to this request. SCPPS reserves the right to accept all or part of any proposal or to modify in part or in its entirety this RFP. SCPPS further reserves the right to accept the proposal that it considers to be in the best interest of SCPPS. Firms are not allowed to contact other SCPPS departments, schools or centers about the RFP. After thirty (30) days from delivery of written notice to either the school district or the successful proposer without cause and without prejudice to any other right or remedy, either party may elect to abandon and terminate this agreement.

Please clarify or elaborate on the type of equipment that SCPPS is requiring to be used within the schools. It is not stated clearly on pg. 3 III. Scope of Proposal or pg. 16 APPENDIX A Service Technical Specifications. Is this for FEMA Public Assistance consulting services or construction work? Please advise.

1. Is there an incumbent Project Manager or any other entity(ies) presently or previously performing the work contemplated by the 2-3-2022 RFP? 2. How many buildings comprising the St. Charles Parish Public Schools are in need of restoration due to Hurricane Ida? 3. Has St. Charles Parish Public Schools presently identified the emergency service projects contemplated by the RFP at Section I.? If yes, how were the same identified? If not, how does SCPPS envision those needs being identified and established? 4. Has SCPPS presently identified the extent of the project and program management efforts as contemplated by the RFP at Section III., Paragraph 2? If yes, how were the same identified? If not, how does SCPPS envision those priorities being identified and established? 5. Has SCPPS presently identified the extent of the restoration process contemplated by the RFP at Section III., Paragraph 3? If yes, how was the same identified? If not, how does SCPPS envision those priorities being identified and established? 6. Will the financial tracking as contemplated by Appendix A be performed independently of the existing SCPPS Business Office and/or independent of any SCPPS budget?

The following are answers to the questions submitted: We do not envision any equipment being used for the services we are procuring. We anticipate procuring services for FEMA Public Assistance consulting services, as well as possible project management services for our larger construction projects. We are currently using CSRS Disaster Recovery Management to provide us with the services contemplated in the RFP. We procured their services on an emergency basis and this RFP is for the purpose of a more formal procurement of a firm to provide these services. Approximately 25 buildings suffered some form of damage, and restoration has been ongoing. We anticipate all of the repair work will be completed during calendar year 2023. We have not identified which projects may require the services of an outside firm. It will depend on our ability to manage the projects in-house. Grant management consulting services are presently being provided to us, but we do know how long those services will be needed. It will depend on how long it takes FEMA and GOHSEP to process any FEMA claims and how much work will be able to be done in-house. The restoration process has been ongoing and will continue into calendar year 2023. We are not able to anticipate what services we may need to carry out the restoration process, but may require consulting services to help manage the restoration projects. SCPPS does its own financial tracking, but the financial tracking required for the purpose of FEMA reimbursements may need to be performed by an outside firm in addition to the financial tracking being done by SCPPS. In summary, we do not know the extent of the services we will require, and will be performing most of the necessary recovery work in-house, but we may need the service of a firm which can provide us with personnel and expertise, in order for us to complete our restoration and repair projects, and to ensure an efficient and orderly FEMA Public Assistance grant process. We anticipate the full cost of the recovery to be approximately $50 million, of which half has already been spent and most of the other half to be spent on larger repair projects.
