Sealed bids will be received by the Board of Commissioners of Consolidated Waterworks District No. 1, until 2:00 p.m. local time on June 10, 2015, at the meeting room of the Board of Commissioners, 8814 Main Street, Houma, Louisiana, 70363, at which time and place said proposals will be publicly opened and read aloud. Any proposal received after the announced closing time will be returned unopened.

Bids received prior to the time of the scheduled bid opening will be securely kept unopened. No bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.

Work on which Base Bid proposals are invited consist of the following:
Base Bid: Two 2-Million Gallon Ground Storage Tanks (Houma Treatment Plant)
Remove 2 Existing 1.5 MG Ground storage Tanks
< > 2 new 2.0 MG Concrete Tanks. The Tanks will not be coated. The existing tank drains will have to be extended up to match the new tank bottom thickness and a water stop installed on the pipe extension sleeve. Flanged connections shall not be made with segmented synthetic seals (i.e. "Link Seal). The 150# lb. class flanged through tank connections shall be made with a welded water stop. The exterior piping shall be connected with a corrugated stainless steel flanged piece. The overflow piping shall discharge into an open grated catch basin provided by CWWD#1 and shall have an air gap as required by current code. Coordinate the Removal and Replacement of Interconnected Piping, and Electrical which will be performed by Consolidated Water District No. 1 or a designated CWWD#1 Contractor (by others) on the 2 existing tanks and the 2 new tanks without service interruption.
Tank Accessories shall be provided to match what is existing on the Tanks including but not be limited to:
A. Tank level indicator connection (2" SS water stop penetration) as shown on SWTP tanks.
B. Fall hazard lanyard connection on top of tank (3 foot off of roof) going from side ladder to center vent.
C. Lightning Protection system. The tank drain should provide an air gap before discharge into the outfall drainage system.
< > 2 Mixing Systems complete 1 in each tank. Preferred Units: Medora (Solar) mixer or Flyght mixer sized to perform based on Tank Total Water Volume as recommended by the manufacturers. The contractor is responsible for making the electrical connections to the mixer. The electrical supply tie in point will be provided by CWWD#1.Miscellaneous Tank Stenciling.
No Environmental Test Data Exists for the Tank Coatings or Materials. The contractors are instructed to bid the removal of the tanks based on this information. The Contractor will be responsible for verifying and testing the tanks after award of the project and prior to construction operations, to address any special containment or disposal requirements for lead based paint, asbestos, or other material which will require Environmental Monitoring and Environmental Abatement. The Cost of, and time needed for performing Environmental Abatement will be addressed as needed and are not to be included in the initial bid. The existing coating specification is on file at the CWWD#1 for Review.
The tanks shall be taken off line 1 at a time to assure continuous water service at the plant. The second tank must remain operational until the 1st tank has been completed and is operational.
Tank No 1 will be taken off line first. (Tank 1 is closest to the Water plant).
Tank No. 2 will be taken off line last (Tank 2 is closest to the Canal).
Alternate Bid No 1: Demolition of Two Electric Generation Plant Tanks
Demolition of Electric Generation Plant, 500,000 Gallon Diesel Tank, and 1,000,000 Gallon Water Tank without damaging existing foundations which shall remain in place.
Coordinate the Removal of Interconnected Piping by others.
The Tank Foundations are to remain in place and shall not be removed or damaged.

Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. A single set of Bidding Documents shall be issued at the cost of reproduction to contractors who are licensed by the Licensing Board of Contractors.
