NOTICE TO BIDDERS
The Greater Lafourche Port Commission will receive proposals for Taxilane Connector project electronically at www.centralbidding.com or in the Greater Lafourche Port Commission Office, 16829 East Main, Galliano, Louisiana, until Monday, August 30, 2010 @ 2:00 p.m. CST, at which time and place all proposals received will be publicly downloaded, opened and read aloud. Bids received after the stated time will not be accepted.
The project has 2 scenarios with base bid, alternative bid and an additive bid.
Scenario A is based on Group II geometry, with;
The Base Bid A work generally consists of construction of approximately 595 linear feet of a new taxilane connector stub, approximately 3,750 sq yd of pavement. The project includes excavation and embankment, construction of bituminous pavement, aggregate base and grassed shoulders, placement of pipe culvert, the installation of erosion control, signage and pavement marking.
The Alternate Bid is for the Borrow Excavation & site preparation,
Alternate #A1 is for Owner supplied dirt-on airport property, Contractor to verify confirmation with the specification, haul to the project location and prepare the site.
Alternate #A2 is for Contractor supplied dirt-off airport property, Contractor to verify confirmation with the specification, haul to the project site and prepare the site.
The Additive Bid # A1 work generally consists of construction of approximately 215 linear feet of a new taxilane connector, approximately 1,200 sq yd of pavement. The project includes excavation and embankment, construction of bituminous pavement, aggregate base and grassed shoulders, the installation of erosion control measures and pavement marking.
Scenario B is based on Group III geometry, with;
The Base Bid B work generally consists of construction of approximately 595 linear feet of a new taxilane connector stub, approximately 5,070 sq yd of pavement. The project includes excavation and embankment, construction of bituminous pavement, aggregate base and grassed shoulders, placement of pipe culvert, the installation of erosion control, signage and pavement marking.
The Alternate Bid is for the Borrow Excavation & site preparation,
Alternate # B1 is for Owner supplied dirt-on airport property, Contractor to verify confirmation with the specification, haul to the project location and prepare the site.
Alternate # B2 is for Contractor supplied dirt-off airport property, Contractor to verify confirmation with the specification, haul to the project site and prepare the site.
The Additive Bid # B1 work generally consists of construction of approximately 215 linear feet of a new taxilane connector, approximately 1,210 sq yd of pavement. The project includes excavation and embankment, construction of bituminous pavement, aggregate base and grassed shoulders, the installation of erosion control measures and pavement marking.
Bid security in the form of a bid bond equal to 5% of the total bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required.
No bid may be withdrawn after closing time for the receipt of proposals for a period of Ninety (90) calendar days.
A Pre-Bid Conference will be held in the Greater Lafourche Port Commission Office on Friday, August 20, 2010 @ 11:00 a.m. CST. Questions relating to the Contract and Contract Documents will be answered at that time. Attendance by prospective Contractors is strongly recommended.

Bidding and Contract Documents may be purchased from the Engineer, THE LPA GROUP INCORPORATED; 5757 Corporate Blvd., Suite 200 Baton Rouge, Louisiana 70808; Phone: (225) 706-0744 upon prior payment of Fifty Five dollars ($75.00) per set. Refund of deposits shall be in accordance with Louisiana State Law. An additional Forty Five dollars ($45.00) will be charged for FedEx overnight delivery, if mailing is required. This payment is non-refundable.
Electronic bids and electronic bid bonds must be submitted through www.centralbidding.com prior to the bidding deadline. Beginning at 2:00 p.m. all electronic bids and electronic bid bonds will be downloaded and read aloud along with paper bids received, if any, at the Greater Lafourche Port Commission. Bidders or their authorized representatives are invited to be present.
The following requirements apply to this solicitation and will be made a part of any contract awarded:
a. Presidents Executive Order No. 11246 as amended by 29 CFR Part 30 and 41 CFR Part 60.
b. Davis Bacon and Related Acts, 29 CFR Parts 1, 3 and 5.
c. Copeland Act, 29 CFR Part 3.
d. Contract Work Hours and Safety Standards Act.
e. Title VI of Civil Rights Act of 1964.
f. Disadvantaged Business Enterprises participation 49 CFR Part 23 will be required as described in Subpart D of Regulation 49 CFR Part 23, and all pertinent amendments.
By submitting a bid under this solicitation, except for those items listed by the Bidder in a clearly identified attachment to the Bid, the Bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American - Steel and Manufactured Products for Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.
The bidders must be properly licensed under Title 37, Louisiana Revised Statutes (LA R.S. 37).
The bidders shall certify, by submission of a proposal, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency or the State of Louisiana.
The Greater Lafourche Port Commission reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interest.
