Notice is hereby given that sealed bids will be received by the Board of Supervisors of Union County in the Board of Supervisors Board Room until 11:30 A.M. local time, May 20, 2019 and shortly thereafter publicly opened and read aloud for:

Union County site to County Road 54 in Union County, Mississippi
This project must be completed by December 31, 2019.
Bid preparation will be in accordance with Section 00200 – Instructions to Bidders bound in the Project Manual. Project Plans and Project Manual may be examined at Elliott & Britt Engineering, P.A., 823 North Lamar Blvd./P.O. Box 308, Oxford, Mississippi 38655.
Bid documents are being made available via original paper copy or electronically. All planholders are required to have a valid email address for registration. Bid documents are non-refundable and can be purchased either through Elliott & Britt Engineering, P.A. or
www.centralbidding.com. Official bid documents can be downloaded at

Copies of the Contract Documents may be obtained by depositing $105.00 with Elliott & Britt Engineering, P.O. Box 308, Oxford, Mississippi 38655, telephone (662) 234-1763 for each set of documents so obtained. This deposit is nonrefundable.
The contract will be awarded to the lowest and/or best bid from a responsive responsible and qualified Bidder. Should no award be made within forty-five (45) calendar days after opening of proposals, all proposals may be rejected and all proposal guaranties returned, unless the lowest responsive responsible qualified bidder at the request of Union County agrees in writing to a longer delay.
Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or natural origin.
Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located.
Bid bond, signed or countersigned by a Licensed Mississippi Agent, or Mississippi Non-Resident Agent licensed to do business in the State of Mississippi, with Power of Attorney attached, or Cashier’s check or Certified check for five percent (5%) of the total bid, payable to Union County, must accompany each proposal.
Bidders are hereby notified that any proposal accompanies by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals may not be considered in making the award. Union County reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of Union County.
