REQUEST FOR QUALIFICATIONS NOTICE CITY OF HERNANDO, MISSISSIPPI This is a Request for Qualifications for qualified firms or individuals to provide Park Design Services for “Renasant Park Enhancements for Natural Resource-Based Outdoor Recreation, Environmental Education, Eco-Tourism and Sustainability”, a project funded by a grant from the Mississippi Outdoor Stewardship Trust Fund.  When funded, the project will proceed to the production of construction plans & specifications, and bidding and construction phase services for the project.

Copies of the Request for Qualifications (RFQ) may be obtained at the Office of the Hernando City Clerk from 8:00 a.m. to 5:00 p.m. or downloaded from Central Bidding at www.centralbidding.com.
Qualified firms are invited to submit a statement of qualifications, in accordance with this request, to the City of Hernando, Office of the City Clerk, 475 Commerce Street, Hernando, MS 38632 no later than 11:00 a.m. local time on November 28, 2023.  In addition, Electronic RFQ’s can also be submitted at www.centralbidding.com. The Qualifications will be opened and reviewed by a selection committee.  The contract will be awarded to the responsible offerors whose proposal is within the competitive range based on evaluation and determined to be the most advantageous to the City. The factors to be considered in the evaluation of proposals and their relative importance are as follows:
A). Qualifications and availability of personnel and sub-consultants.
B). Project understanding and responsiveness to project description.
C). Project Approach and Methodology. 
D). Prior relevant experience with projects of a similar size and complexity.
E). Past record of performance with the City of Hernando.
 
Proposals will be reviewed by the selection committee using the above selection criteria.  Individuals or firms desiring consideration should submit 1 original and 2 copies of the proposal by the time and date listed above.  After review of all submittals, the contract will be negotiated with the most qualified firm based on the defined scope of work.  The City of Hernando reserves the right to reject any and all proposals.
