Sealed bids will be received by the Vernon Parish Police Jury located at 300 S. 3rd Street, Leesville, LA 71496 (mailing address P.O. Box 1548, Leesville, LA 71496) no later than 11:00 a.m. , Local Time, on Thursday, November 16, 2017. The bids will be publicly opened and read aloud at that time and place for the following:
VERNON PARISH POLICE JURY
BRUSHY CREEK ROAD DRAINAGE IMPROVEMENTS
HMGP#1603n?115?0006; FEMA PROJECT #0297
All bids must be submitted on the proper form and in accordance with the Contract Documents on file at the Vernon Parish Police Jury office. Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor’s state license number and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Vernon Parish Police Jury and must be received no later than the bid opening time and date. Any bids received after the specified time and date will not be considered.
Each bona fide bidder must be registered with the Engineer (BH&A) in order to submit a bid. Construction documents must be obtained from Bryant Hammett & Associates, LLC (BH&A) at 6885 Highway 84 West, Ferriday, LA 71334 (318?757?6576) upon payment of Two Hundred Dollars ($200.00) per set made payable to BH&A. Documents can be mailed to bidders for an additional $10.00 per set. A fee of $25.00 for each digital set obtained is required. Refunds will be given on the first set of documents furnished to bona fide prime bidders upon return of the clean, unmarked documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of production ($75.00), shall be refunded upon return of the documents no later than ten (10) days after receipt of Bids.
Contractors desiring to bid shall submit to Bryant Hammett & Associates, LLC with theirrequest for Construction Documents, construction document deposit and evidence that they hold State License of proper classification and in full force and effect. This project is classified as highway, street and bridge construction.
In accordance with RS 38:2212(3)(b) plans and specifications shall be available to bidders until twenty?four hours before bid opening date. The Owner cannot waive any informalities on the bid form.
The Owner reserves the right to reject any and all bids in accordance with the Public Bid Law.
Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Bid bonds shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A?rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policyholders’ surplus as shown in the A.M. Best’s Key rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana Residents.
