Sealed bids for the construction of an erosion control project as part of the USDA Emergency Watershed Protection Program will be received by the Mayor and Board of Alderman at the Public Works Building located at 1239 U.S. Hwy 51, Madison, MS. 39110 until 10:00 A.M., October 24, 2024, and shortly thereafter publicly opened and read aloud. Electronic bids will be received at www.centralbidding.com and shall include a copy of their Certificate of Responsibility as an attachment to the electronic bid. Bids received after this time will not be accepted and will be returned unopened. All bids shall be clearly marked “Emergency Watershed Protection Madison, Mississippi – DSR 28-03-24-5321-213 Twin Oaks Drive Site” with the date and time of the bid opening on the outside of the sealed envelope. Each bidder shall write his Certificate of Responsibility number and Mississippi License number on the outside of the sealed envelope containing his bid.
A pre-bid meeting will be held on October 8, 2024, at 10:30 a.m. at McMaster & Associates, Inc. located at 212 Waterford Square, Suite 300, Madison Mississippi, 39110.
The City of Madison is utilizing Federal assistance for the construction of the project and is subject to U.S. Treasury’s regulations governing ARPA, and all applicable terms and conditions in 2 C.F.R. Part 200; Bidders are hereby responsible for adhering to all applicable Federal Laws.
City of Madison hereby notifies all Bidders that it will affirmatively ensure that in any contract entered into pursuant to this notice, disadvantaged, and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Contract Time is 90 consecutive calendar days.
The award, if made, will be made to the lowest qualified bidder on the basis of the published quantities. The City of Madison, Mississippi reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.

Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five (5) percent of his bid, payable to the City of Madison, Mississippi as bid security. The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract, issued by a Surety company licensed to operate in the State of Mississippi. Bidders shall submit a current financial statement if requested by the City. Attorneys-in-fact who sign Payment Bonds must file with each bond a certified and effective dated copy of their Power of Attorney.
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 60 calendar days after the scheduled closing time for receiving bids.
