Regarding the following requirement, "Please submit a sample copy of a completed INTERVENTION PROGRAMS created for a district or entity of similar size to SPSD," is the district looking for a physical sample of the program materials, or a copy of a written professional development and materials implementation plan for the proposed program/s?

As a Minnesota company with no business operations or direct presence in the State of Mississippi, we do not have a direct requirement by the Secretary of State to register as a foreign business entity in MS. Often, we find that RFPs request a certificate of registration, provided that our operations meet the state’s requirements to register. However, this RFP’s wording appears to require registration even in the absence of a Secretary of State requirement to do so. Can you confirm that business registration in MS is a hard requirement in order to have our proposal considered by the district? Or would it be suitable to state that we are a foreign company without business operations in the state, and therefore not required by the SoS to register?
