City of Crowley, Louisiana (herein referred to as the "Owner")
 
Sealed bids marked "Sealed Bid –Installation of Floating Aerators at the Crowley Wastewater Treatment Facility for the City of Crowley, Louisiana LCDBG FY 2013 will be received by the Owner for the construction of the project described as follows:

Proposals shall be addressed to the City of Crowley, Louisiana and delivered to the Crowley City Hall  located at 425 North Parkerson Avenue, or mailed to Post Office Box 1463, Crowley, Louisiana 70526 not later than   2:00 (p.m.)  , on  Thursday, November 20, 2014 .  Proposals shall be designated as "Sealed Bid –Installation of Floating Aerators at the Crowley Wastewater Treatment Facility for the City of Crowley, Louisiana LCDBG FY 2013”.  Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at   2:00 (p.m.)   on   Thursday, November 20, 2014 at Crowley City Hall. The Information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, Performance and Payment Bond, and other contract documents may be examined at the office of Mader Engineering, Inc. located at 3909 West Congress St., Suite 101, Lafayette, LA 70506. Copies may be obtained at this office upon deposit of         $ 80.00   which amount constitutes the cost of reproduction and handling. Payment shall be made to Mader Engineering, Inc.   Deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents (in original condition) no later than ten days after receipt of bids.  On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents (in original condition) no later than ten days after receipt of bids.
 
The Owner reserves the right to reject any and all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
 
Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
 
Contractor's classification shall be Municipal and Public Works Construction.
 
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
 
Prospective bidders are advised that technical assistance with forms is available from the Office of Community Development @ (225) 342-7412, the Louisiana Division of Administration, Claiborne Building, Baton Rouge, Louisiana.
 
Funding for this project (LCDBG Contract No.      729203      ) is contingent upon the release of a contract by the Division of Administration.
 
All contractors and subcontractors will be required to comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act pertaining to the minimum wage rates, the Anti-Kickback Act, the Contract Work Hours Standards Act and the Local Public Works Payroll Evaluation Program. Further, all contractors and subcontractors will be required to certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin.
 
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.

IN PARTICULAR, BIDDERS SHOULD NOTE THE REQUIRED ATTACHMENTS AND CERTIFICATIONS TO BE EXECUTED AND SUBMITTED WITH THE FORM OF BID PROPOSAL. ALSO MINORITY AND FEMALE OWNED AS WELL AS SECTION 3 (LOCAL FIRMS) CONTRACTING FIRMS ARE ENCOURAGED TO SUBMIT BIDS.
