REQUEST FOR QUALIFICATIONS

Request for Qualifications will be received by the Ascension Parish Government Purchasing Office, 615 East Worthey Street, Gonzales, Louisiana 70737 (mailing address PO Box 2392, Gonzales, La. 70707-2392) until November 18 @ 3:00 PM local time for the following:
 
The Parish of Ascension is soliciting Requests for Qualifications (RFQ) from professional planning and engineering consultants to provide planning and engineering services related to the creation or modification of the Unified Land Development Code which includes the Parish Subdivision Code, Subdivision Ordinance, Zoning Code, Traffic Study Policy, and Drainage Ordinance including the use of fill as a construction method, additionally, Impact Fees (drainage, recreation and traffic) and Recreation Master Planning for the unincorporated portions of the Parish of Ascension. Firms/Individuals who are interested in providing services requested under this Request for Qualifications (RFQ) must submit eight (8) copies of their submittal containing the information specified in this section. The submittal shall be one (1) unbounded original and seven (7) bound copies of their submittal by the date and time specified. The submittal shall be received in hard copy (printed) version by: Ascension Parish Government, Purchasing Department, 615 East Worthy Street, Gonzales, LA 70737 on or before the date and time specified in the Schedule of Events. Electronic submittals are permitted via http://www.centralauctionhouse.com, however, eight (8) hard copies must still be submitted within 24 hours of the submission deadline. Failure to submit the required number of copies may result in a finding of non-conformance. Originals should be clearly marked.
 
Specifications/Bidding documents may be obtained at the Ascension Parish Government Purchasing Office, located at 615 East Worthey Street, Gonzales, La. 7037.  Electronic Responses are accepted at Central Bidding: http://www.centralauctionshouse.com.  For questions related to the electronic bidding process, please call Central Bidding at (225) 810-4814.   All addenda, corrections and responses to this public notice shall be posted to http://www.centralauctionshouse.com.
 
All questions regarding this RFQ package shall be submitted to the Purchasing Department via [email protected] by 5:00 PM on November 10, 2021. Responses will be coordinated with the Project Manager and posted on the http://www.centralauctionshouse.com by 5:00 PM on November 15, 2021.
 
The Ascension Parish Government shall not be responsible if the bidder cannot complete and submit a bid/proposal due to failure or incomplete delivery of the files submitted via the internet.
 
The Parish of Ascension reserves the right to disqualify any Bid, response to Request for Qualifications or Request for Proposals, if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana.  Must comply with the Louisiana State Board of Private Security Examiners standards.
 
 
 
 
 
 
 
For each contract in excess of twenty-five thousand dollars per project, the public entity shall require of the contractor a bond with good, solvent, and sufficient surety in a sum of not less than fifty percent of the contract price for the payment by the contractor or subcontractor to claimants as defined in R.S. 38:2241.
 
 
•       NOTE:  Ascension Parish Government requires a one-hundred percent performance bond for all public
                       works contracts.
 
  Public Works projects over $50,000.00 require the use of state licensed contractors and subcontractors.
   
 
•      NOTE:   Ascension Parish Government requires a Contractor’s License for “all” Commercial Permits.
•       NOTE:  Ascension Parish Government requires an Exhibit A form on file from “all” public works
                      project vendors.
 
 
Ascension Parish Government reserves the right to reject any and all Bids, response to Request for Qualifications or Request for Proposals for just cause.
