REQUEST FOR PROPOSALS
Notice is hereby given that sealed proposals will be received ONLY in the office of the Acadia Parish Police Jury, located at 505 N.E. Court Circle, Crowley, Louisiana, or by electronic bid at www.madereng.com until
2:00 o'clock p.m. on Thursday the 22nd day of October, 2020 for the
MOSQUITO CONTROL SERVICES
for the
ACADIA PARISH POLICE JURY
Proposals received after the above specified time for opening shall not be considered and shall be returned unopened to the sender.
The Acadia Parish Police Jury is requesting proposals from qualified mosquito control service firms engaged in the scope of services covered by this RFP. The service area includes the entirety of Acadia Parish, less and except the cities of Crowley and Rayne. Firms must possess the qualifications, experience and capacity to assist and support Acadia Parish with the efforts required to abate potentially disease carrying mosquito populations and to mitigate mosquito-borne disease transmission in accordance with CDC guidelines. It is the intent of the Acadia Parish Police Jury to enter into a contract for three (3) years.
Copies of the Request for Proposals and Contract Documents are available at the office of Mader Engineering, Inc., 1245 South College, Building 1, Lafayette, Louisiana 70503 upon deposit of seventy-five dollars ($75.00) per set, payable to Mader Engineering, Inc. Plans and specifications shall be available until twenty-four hours before the proposal opening date. They are also available for download at www.madereng.com.
A Mandatory Pre-Bid Conference has been scheduled for 2:00 pm on Wednesday, October 14, 2020 at the office of the Acadia Parish Police Jury. The Acadia Parish Police Jury reserves the right to consider the proposer’s qualifications, experience, past performance and personnel, and to make such investigations as deemed necessary to determine the ability of the proposer to perform the work. The Acadia Parish Police Jury also reserves the right to reject any proposal if the evidence submitted by, or investigation of, such proposer fails to satisfy the Acadia Parish Police Jury that such proposer is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.
Each proposal shall be accompanied by a certified check, cashier's check, or bid bond payable to the Acadia Parish Police Jury, the amount of which shall be five percent (5%) of the amount equal to one full year of service under the Contract, based on the Proposal Form.
No proposer may withdraw his proposal for at least one hundred twenty (120) days after the time scheduled for the opening of proposals. Each proposal shall be submitted only on the proposal form provided with the contract documents. The successful contractor will be required to execute performance and labor and material payment bonds in the full amount of the amount equal to one (1) year of service under the Contract, based on the Proposal Form.
Proposals will be evaluated by the Owner based on a scoring system considering factors including price, as well as the proposer’s qualifications, experience, past performance and personnel.
