Pointe Coupee Parish OCD/DR Project No. 34 PARA 2301 NEW ROADS SYSTEM IMPROVEMENTS (PUMP STATION UPGRADES).
Pointe Coupee Parish Police Jury (herein referred to as the "Owner") hereby solicits for the Parish of Pointe Coupee – Community Development Block Grant – Disaster Recovery Project to be financed by the State of Louisiana, Hurricane Gustav/Ike CDBG – Disaster Recovery Program – Parish Project No. 39 PARA 2301; described as follows:
Installation of natural gas back-up pump systems at 10 pump station sites in the City of New Roads. The natural gas pump systems will be skid mounted and will provide emergency pumping capabilities on an as needed basis during periods of electrical power loss. Back-up pump systems will be able to pump the full capacity of the existing pump stations.
Proposals shall be addressed to the Pointe Coupee Parish Police Jury, and delivered to the Police Jury Office located at 160 East Main Street, New Roads, Louisiana 70760 not later than 2:00 p.m., on the
5th day of December, 2013. Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 2:00 p.m. on the 5th day of December,2013 in the Conference Room at the Pointe Coupee Police Jury Office located at 160 East Main Street, New Roads, Louisiana 70760.
The Information for Bidders, Bid Form, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of the Engineer/Architect for the contract; SJB GROUP, LLC located at 5745 Essen Lane, Suite 200, Baton Rouge, LA; 225-769-3400 Copies may be obtained at this office upon payment of a deposit of $100.00. This deposit will be refunded upon request in accordance with R.S. 38:2212. Validation of the Contractor’s license and classifications will be made prior to release of bid documents.
Pursuant to Louisiana Revised Statutes 38:2212(A)(1)(f) (I) Bidders now have the option to submit their bids and bid bonds electronically. Contractors submitting bids shall be licensed under LA License R.S. 37:2150-2164, Highway, Street and Bridge Construction or Municipal and Public Works Construction. Other license classifications may, at the option of the Owner, be considered based upon a thorough review of the Contractor’s past experience. The bidder shall show his license number on the bid and on the sealed envelope submitting the bid.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
In accordance with R.S. 38:2212 (A)(1)(b), the provisions and requirements stated in the Advertisement for Bids and those required on the Bid Form shall not be considered as informalities and shall not be waived.
Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
