Request for Proposals will be received by the City of St. Martinville City Hall, 120 S. New Market Street, St. Martinville, Louisiana 70582 until, November 18, 2024 at 4 p.m. local time for the following:
CITY OF ST MARTINVILLE, LOUISIANA REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ENGINEERING SERVICES FOR THE LOUISIANA WATERSHED INITIATIVE WASTEWATER FLOODPROOFING
The City of St. Martinville invites interested firms, qualified to provide general engineering and consulting services pertaining to drainage and wastewater treatment design and repair for public works projects funded by the Louisiana Watershed Initiative, to submit a Statement of Qualifications. The City intends to award a contract for professional consulting services to survey, design, provide construction administration services and provide inspection services for the wastewater treatment floodproofing project in St. Martinville, Louisiana.
Firms will be evaluated based upon professional qualifications, specialized experience and technical competence related to the Louisiana Watershed Initiative Program, the modeling and design of drainage infrastructure systems, the floodproofing of sanity sewer systems, and knowledge of the City of St. Martinville’s wastewater treatment plant infrastructure. The City of St. Martinville encourages all small and minority-owned firms, as well as women’s business enterprises to apply. The City of St. Martinville will award one contract and said contract will be for a minimum of three (3) years with at least two (2) two year options to extend. The City of St. Martinville selection team will be comprised of a minimum of three (3) city employees or administrators directly responsible for City facilities.
Interested consultant teams shall submit their qualifications package consisting of a cover letter not to exceed two pages and a standard SF330 Form. Only one combined Standard SF330 Form Part I is required for teams; however, if multiple firms are part of a team then a Part II is required for each firm and for each office of a firm applicable to staff submitted in resume section of the Part I. Proposals are limited as follows: Resumes shall be limited to one page per resume. Section H shall be limited to two pages. The submittal documents must be delivered in a sealed envelope or box that is clearly identified on the outside as “Statement of Qualifications for Professional Engineering Services for the Louisiana Watershed Initiative Wastewater Floodproofing Project, Proposal Date: 11-18-2024”.
The City requests that four (4) hard copies of the proposals be submitted.
The City of St. Martinville reserves the right to disqualify any response to a Request for Qualifications if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana. The City of St. Martinville reserves the right to reject any and all qualifications for just cause.

Wastewater Floodproofing Project
Scope of Services
The City of St. Martinville (CITY) is seeking professional engineering services to provide assistance and support for engineering design, cost estimating, NEPA compliance, permitting, surveying and geotechnical engineering as needed for the Louisiana Watershed Initiative Program.
A primary objective of this Request for Qualifications is to assist the City of St. Martinville with the design of wastewater treatment plant floodproofing in a manner to meet all federal and state requirements and to be completed on time and within budget. Another objective of this RFP is to maximize eligibility and reimbursement for all aspects of the Louisiana Watershed Initiative Program.
Project SummaryThe project includes both raising the elevation of the levees around the ponds at the wastewater treatment facility to prevent overtopping during storm events and raising the elevation of the access road to the wastewater treatment facility to allow employees to access the wastewater treatment facility during storm events. Additionally, the project will include installing new pumps, controls, and a generator at the wastewater treatment facility at elevations above the 100-year base flood elevation to allow the continuous treatment of wastewater during storm events and prevent overflows in the collection system. Five pump stations in the collection system will be floodproofed and provided with a source of emergency power during power outages.
The project tasks include:
1. Project Management
2. Provide Topographic Survey
3. Review Hydrologic and Hydraulic Modeling performed by others and use results for the design of the levee and roadway improvements.
4. Provide Abstracting and Provide ROW and Servitude Mapping and Documents as needed.
5. Provide Preliminary and Final Construction Plans, Specifications, and Opinions of Probable Construction Costs. The bid package shall be prepared for public advertisement.
6. Provide Permitting Services
7. Provide Construction Administration
The firm shall be aware this project is funded by the Louisiana Watershed Initiative Program. The construction plans and specifications must comply with the requirements of the program. Key personnel shall have experience working on projects funded and administered through this program in Louisiana.
TECHNICAL REQUIREMENTS WITH TWO OR MORE OF THE FOLLOWING:
Successful proposer shall include a minimum of one project team member who shall be a Louisiana licensed engineer.
Successful proposer should include a minimum of one project team member with a minimum experience hydrology and hydraulic modeling with HEC-RAS and SWMM (XP or EPA SWMM).
Successful proposer should have FEMA floodplain experience
Successful proposer shall include one or more team members with a minimum of 3 years’ experience, knowledge of and application of federal laws, regulations and policies that govern the Louisiana Watershed Initiative Program, FEMA Public Assistance and Hazard Mitigation programs. Knowledge and experience with HUD Community Development Block Grants, and application of federal laws, regulation and policies is also required.
Successful proposer shall demonstrate experience in successful design and construction administration of wastewater and drainage projects within Southern Louisiana
Successful proposer shall demonstrate knowledge and understanding of the City of St. Martinville’s development standards and requirements.
Successful proposer shall demonstrate experience in successful planning and design of regional projects.
Successful proposer shall demonstrate knowledge and experience with Louisiana Department of Transportation and Development, Louisiana Department of Environmental Quality (LDEQ) and Louisiana Department of Health and Hospitals (DHH) regulations and permitting
Successful proposer shall demonstrate experience with the National Environmental Preservation Act (NEPA) compliance requirements.
Successful proposer shall conform to Federal Regulations 2 CFR Section 200.318 including, but not limited to, maintaining records and written standards of conduct.
