Notice is hereby given that sealed bids (one original and one copy) will be received by the Lafayette Parish School System Purchasing Department, located at 113 Chaplin Drive, Lafayette, Louisiana, 70508. Delivery to any other department other than the Purchasing Department is unacceptable and may result in non-consideration of the bid. Sealed bids will be received until 10:00 a.m., CST on Wednesday, November 2, 2016 for construction of the following project as delineated on the Bid Form:

SUMMARY DESCRIPTION OF PROJECT:
The project will be bid so as to include a Base Bid as follows:
Base Bid: The Project consists of furnishing all labor and materials including performance of all work for the exterior waterproofing of the main classroom building at Judice Middle School. The Work includes the cleaning of the exterior masonry and surfaces, removal of existing exterior elastomeric coating on cast stone, structural crack repairs at brick and cast stone, caulking and sealant operations, re-pointing of brick mortar joints and protruding masonry bands, as well as new coating on cast stone and water repellant applications on brick. The Work also includes the repair of mortar at terra cotta cap joints on the building parapet walls, removal of existing metal stairs, replacement and painting of exterior doors and frames and roof coating at top of parapet cast stone copings and refinishing of woodwork at main entrance vestibule. The work is more specifically indicated on the bidding documents prepared by Architects Southwest, dated September 28, 2016. The Project is located at 2645 S. Fieldspan Road in Duson, Louisiana.
It is further understood and agreed that the work under this contract shall be completed within a Ninety (90) Calendar day period from the Date of Notice to Proceed, subject to reimbursement to the Owner of liquidated damages in the amount of Two Hundred Dollars ($200.00) per consecutive calendar day.
Sealed Quotations will be publicly opened and read aloud at the above stated time and date in the Personnel Conference Room of the Lafayette Parish School System Central Office Building.

Printed copies are not available from the Project Designer but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. Electronic bids may be submitted online at http://www.centralbidding.com.
A non-mandatory Pre-Bid Meeting shall be held at the Project site on Wednesday, October 19, 2016 at 10:00 A.M. CST. All who have received sets of Bidding Documents, as well as any other interested parties, are invited to attend. The purpose of the Pre-Bid Conference is to familiarize Bidders with the requirements of the Project and the intent of the Contract Documents, and to receive comments and information from interested Bidders.
Each bid must be submitted in duplicate and accompanied by a bid security (Certified check, Cashier's check or Bid Bond with Power of Attorney) for an amount equal to FIVE (5%) of the total bid and all Alternates. MONEY ORDERS WILL NOT BE ACCEPTABLE. Such security to be not less than 5% of the net amount bid, including taxes. Form of Bid Bond shall be written by a company licensed to do business in Louisiana, countersigned by a person who is under Contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this State. Surety represents that it is listed on the current U.S. Department of the Treasury Financial
Management Service list of approved bonding companies published annually in the Federal Register, and that it is listed thereon as approved for an amount equal to or greater than the amount for which it obligates itself in this instrument or by a Louisiana domiciled insurance company with at least an A-rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders' surplus as shown in the A.M. Best's Key Rating Guide. No Bid Bond indicating an obligation less than five percent (5%) by any method is acceptable.
The successful Bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract, written by a company licensed to do business in Louisiana, and who is currently on the U.S. Department of the Treasury Financial Management Service List, or by a Louisiana domicile insurance company with at least an A-rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policy holder’s surplus as shown in the A.M. Best’s Key Rating Guide and complies with R.S. 38:2219 (R.S. 28:2218 Bid Bond). The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as agent of the company and who is licensed as an insurance agent in this State, and who is residing in this State.
Whichever contract, if awarded, will be on a lump-sum basis to a Bidder licensed under the provisions of the Contractor's Licensing Law of the State of Louisiana for the classification of Building Construction and or subclassification of Waterproofing. No Bidder may withdraw his proposal for at least forty-five (45) days after the time scheduled for the opening of bids, except under the provisions of La. R.S. 38:2214.. Each proposal shall be submitted only on the Contractor's Bid Form included in the Contract Documents.
The successful bidder shall supply all required insurance with carrier(s) acceptable to the Lafayette Parish School System.
The Lafayette Parish School System strongly encourages the participation of minority business enterprises in all contracts or procurements let by the Board for goods and services. To that end, all contractors and suppliers are encouraged to utilize minority business enterprises in the purchase or sub-contracting of materials, supplies, and services in which minority owned businesses are available.
