Notice is hereby given that sealed bids will be received by the Town of Byhalia at the Town Hall, 225 Highway 309, Byhalia, MS 38611 or bids may be submitted electronically at www.centralbidding.com until 4:00 P.M. local time, December 3, 2019 and shortly thereafter publicly opened and read aloud for:

NATURAL GAS METER SKID
BYHALIA, MISSISSIPPI
The work consists of: A prefabricated natural gas meter skid that shall have a natural gas measurement capacity of 1,000 MCFH (1,000,000 Standard Cubic Feet per Hour). The pressure rating of meter, valves, piping and fittings shall be rated for a 900 psig maximum allowable operating pressure. The intent is to utilize a 4” Nominal O.D. Daniels Ultra Sonic Meter and associated equipment for measurement in accordance with Code of Federal Regulations 49 Department of Transportation 192 and as per Energy Transfer Onshore Measurement Interconnect Requirements. The prefabricated meter skid shall include explosion proof NEC Class I Division I, Group B, C and D measurement instrumentation, conduit, fittings and wiring to accommodate the meter measurement equipment. The skid shall have a canopy top with lighting. The skid shall be prepared so that field connections can be made to the skid and it will be ready for natural gas operation.
The prefabricated meter skid shall have shop drawings prepared and submitted for approval by the Engineer before fabrication work begins. The final shop drawings shall be stamped and sealed by a Mississippi Professional Engineer. The supplier shall provide materials and labor to build the measurement skid. The skid shall be completed and delivered to the proposed Byhalia Meter Station on Wingo Road, Marshall County, Mississippi.
Contract time is 120 Calendar Days. Contractor shall commence work on or before a date to be stipulated in the Notice to Proceed.
Bidders shall be prequalified as per Energy Transfer Onshore Interconnect Requirements.
Bid preparation will be in accordance with Section 00200 – Instructions to Bidders bound in the Project Manual. Project Manual may be examined at Elliott & Britt Engineering, P.A., 823 North Lamar Blvd./P.O. Box 308, Oxford, Mississippi 38655.
Bid documents are being made available at Elliott & Britt Engineering, P.A. All plan-holders are required to have a valid email address. Bid documents are non-refundable and may be purchased either through Elliott & Britt Engineering, P.A. or www.centralbidding.com. Official bid documents can be downloaded at www.centralbidding.com. Copies of the Contract Documents may be obtained by depositing $105.00 with Elliott & Britt Engineering, P.O. Box 308, Oxford, Mississippi 38655, telephone (662) 234-1763 for each set of documents so obtained. This deposit is nonrefundable. Bidders may also contact www.centralbidding.com to purchase copies of the Contract Documents.
The contract will be awarded to the lowest and/or best bid from a responsive responsible and qualified Bidder. Should no award be made within forty-five (45) calendar days after opening of proposals, all proposals may be rejected and all proposal guaranties returned, unless the lowest responsive responsible qualified bidder at the request of the Town of Byhalia agrees in writing to a longer delay.
Bid bond, signed or countersigned by a Licensed Mississippi Agent, or Mississippi Non-Resident Agent licensed to do business in the State of Mississippi, with Power of Attorney attached, or Cashier’s check or Certified check for five percent (5%) of the total bid, payable to the Town of Byhalia, must accompany each proposal.
Bidders are hereby notified that any proposal accompanies by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals may not be considered in making the award. The Town of Byhalia reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of the Town of Byhalia.
