NOTICE OF REQUEST FOR PROPOSALS AND REVERSE AUCTION BIDDING
Per the Mississippi Office of the State Auditor, the Board of Supervisors of Forrest County, Mississippi is soliciting proposals from qualified vendors to provide the Forrest County Sheriff’s Office (FCSO) with sixty (60) officer-worn body cameras. In addition, vendors must provide for a variety of uniform mounting hardware options – dress (Class A), business (Class B) and SWAT, camera hardware, recording/redaction/case/video management software and an unlimited cloud storage solution; service, repair and replacement of cameras and auxiliary equipment; provide a hardware replacement schedule at not more than 2.5 years, and software updates to retain state-of-the-art functionality; and provide staff training (collectively referred to as “BWC System Solution”). Qualified vendors will also provide a service agreement, that includes replacing lost or damaged hardware and includes service on equipment, and software for three (3) years. The RFP also requires at least five (5) BWC docking stations containing at least eight (8) charging/downloading bays, and 20 individual docking stations that can be utilized by FCSO personnel and can be docked/charged in a vehicle (mobile) or at a residence (static). All items mentioned herein will be based on a one-time purchase price for all goods and services.
REQUEST FOR PROPOSALS AND REVERSE AUCTION INFORMATION
Proposal and Bid Specifications and Procedures may be obtained by contacting the Forrest County Purchasing Clerk’s office located at 641 N Main Street, Hattiesburg, Mississippi or calling 601-545-6000 or www.centralbidding.com
Unpriced proposals will be accepted until 4:00PM on Thursday, May 12, 2022, by electronic bid submission (specifications and procedures can be downloaded at www.centralbidding.com) or submitted by sealed paper bid to the Purchasing Clerk’s Office, 641 N Main Street, Hattiesburg, MS. All proposals must comply with the specifications provided. The Forrest County Board of Supervisors/FCSO reserves the right to amend the specifications, as necessary. Submissions will be evaluated and vendors submitting acceptable proposals will be invited to submit priced bids via reverse auction. Sealed paper bids will be accepted by the Forrest County Purchasing Clerk located at 641 N Main Street, Hattiesburg, MS.
Qualified vendors will be invited to participate in a reverse auction, which will be held on Monday, May 23, 2022 beginning at 10:00AM. Electronic bids and/or reverse auction bids may be submitted at www.centralbidding.com Any questions relating to the electronic process, please call Central Bidding at 225-810-4814. In addition, sealed paper bids must be submitted and date/time stamped by May 23, 2022, at 10:00AM. All sealed paper bids will be opened on May 23, 2022, at the conclusion of the reverse auction. Lowest and best bid will be determined from all electronic and sealed paper bids submitted.
The Forrest County Board of Supervisors/FCSO reserves the right to reject any or all bids, to accept any bid deemed to be in the best interest of the County, and to waive informalities. See additional requirements attached to this cover sheet to determine qualification to submit proposal/bids.

Proxy Bidding and Bid Increments:
"Proxy bidding" makes bidding on auctions easier and less time-consuming for buyers.
Central Auction House will automatically place a bid on your behalf for the lowest amount possible up to your maximum bid using an increment bidding system. This allows you to remain the highest bidder for the auction until your maximum bid amount has been reached, also your proxy bid will remain confidential. To activate Central Auction House's proxy bidding system, simply enter the maximum price you are willing to bid, following these steps:
-When you place a bid, you enter the maximum amount you're willing to pay for the item(s). The seller and other bidders won't know your maximum bid.
-We place bids on your behalf using the automatic bid increment amount, which is based on the current high bid. We increase your bid only as much as necessary to make sure that you remain the high bidder, up to your maximum amount.
-If another bidder places the same maximum bid amount as yours, the bidder who entered the amount first is the current winning bidder. Your maximum bid is kept confidential until it is exceeded by another bidder.
-You cannot lower a proxy bid once it is placed
-You can raise your own proxy bid: if you have a proxy bid in place for $1,000 and place another bid for $1,200 then the actual winning bid won't change but your proxy bid will be raised to $1,200
-Please note: When proxy bidding is used it may appear as if one bidder has outbid another with the exact same amount. Again, the person who submitted the amount first is considered to be the winning bidder.
Increment Bidding:
"Increment bidding" refers to the minimum amount an auction bid must be raised each time the current highest bid is surpassed. The increment is determined by the value of the most recent bid. See below:
Example:
-The current bid amount is at $150.00 USD.
-Buyer 1 places a maximum bid of $210.00 USD.
-The increment bidding system will automatically place bids on Buyer 1's behalf up to $210.00 USD.
-When Buyer 2 places a maximum bid of $200.00 USD, Buyer 1's bid will be automatically increased in the set increments (see Bid Increments Chart) until it reaches $210.00 USD.
-If Buyer 3 places a bid of $220.00 USD, they will become the highest bidder because they have surpassed Buyer 1's maximum bid.
-To continue, Buyer 1 must enter a new maximum bid, which meets or exceeds the increment established by the highest current bid amount.
-If Buyer 1 has a proxy bid of $500.00 USD, our system will automatically bid $230.00 USD for them.
