                Notice is hereby given that sealed bids will be received for the project named below by the: Pearl River Community College Board of Trustees until  2:00 PM,  Thursday, May 2, 2019. Bid opening will be held at the Technology Center (Multi-purpose Room) on the Pearl River Community College Campus, Poplarville Mississippi.

                A single contract shall be let for the complete project including general construction; electrical work, heating, ventilation, and air conditioning; and plumbing.  The Owner is requesting bids from qualified bidders but reserves the right to select the bid they feel is the best, which may not necessarily be the lowest bid.  All bidders should be aware of the possibility their bid may not be accepted even if it is the low bid.  The estimated days for completion will also be considered in making final selection. 
 
                Detailed plans, specifications and contract documents are on file, and may be examined at the office of the Architect, McCleskey Associates, Architect, PLLC, 105 Patton Avenue, Hattiesburg, Mississippi, 39401 (P.O. Box 449, Hattiesburg, Mississippi, 39403).
 
                Bid documents are being made available via paper copy.  Bidders are required to go log-in or register for an account at mccleskeyplans.com to view and order Bid Documents.  All plan holders are required to have a valid email address for registration.  Cost for bid documents and non-refundable and must be purchased through the website. For questions regarding website registration please contact Plan House at 601.336.6378.  At the bidders option in lieu of submitting a physical sealed bid, Official Bid Documents may be downloaded, and electronic bids may be submitted at www.centralbidding.com. Bids shall be received electronically until the date/time as stated above. For questions relating to the electronic bidding process call Central Bidding:  255.810.4814.  Electronic submittal of bids is not required.
 
         The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of documents will not be available from the Issuing Office.  Neither Owner or Architect will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office.
 
                Proposals shall be submitted only upon the blank bid form provided with the plans, specification and contract documents and must be accompanied by bid security in the form of a certified check or acceptable bid bond in an amount equal to at least five percent (5%) of the base bid.  Said security to be forfeited, as liquidated damages, not penalty, by a bidder who may be awarded the contract, but who fails to carry out the terms of the proposal, and execute the contract and post the required performance and payment bonds in the form and amount, and within the time specified.  The bid bond, or the certified check, if used in lieu thereof, shall be payable unconditionally to the Pearl River Community College. The prescribed liquidated damages amount for the project will be $ 500.00 per day for project overrun.
 
                Each sealed envelope or other enclosure containing a bid must be plainly marked on the outside as “BID” for Construction of NEW MEN’S AND WOMEN’S DORMITORIES – PEARL RIVER COMMUNITY COLLEGE - POPLARVILLE, MISSISSIPPI and the envelope or other enclosure should bear on the outside the name of the bidder, the bidder’s address and the bidder’s license number, if applicable.  All bids submitted must also comply with the requirements of Chapter 3, Title 31, (Section 3, Title 31 (Section 31-3-1, et seq.)) of the Mississippi Code of 1972, as amended, by the bidder’s current Mississippi Certificate of Responsibility Number being indicated on the outside or exterior of the envelope or container of such bid if the bid exceeds $50,000.00, or, if the submitted bid does not exceed $50,000.00, then the outside or exterior of the envelope or other container shall have a statement thereon that the enclosed bid does not exceed $50,000.00.  The performance of any contract awarded shall be bonded in accordance with Chapter 5, Title 31, of the Mississippi Code of 1972, as amended.
 
                Bids on the project must be received on or before the date and time specified above and no bid may be withdrawn after the scheduled closing time and date for the receipt of bids for a period of sixty (60) days.
               
                Bidders who are nonresidents of the State of Mississippi must also comply with the provisions of Section 31-3-21-(3) of the Mississippi Code of 1972, as amended.
 
                Pearl River Community College reserves the right to reject any and all bids and to waive informalities.
