LEGAL NOTICE – INVITATION TO BID
The City of Pass Christian, Mississippi will be accepting electronic or sealed bids for the following project:
North Street Gravity Sewer – Phase 1
The project includes construction of a new 12-inch gravity sanitary sewer main under North Street from the vicinity of the intersection with Clarence Avenue to the vicinity of the intersection with Woodman Avenue with manholes and all related appurtenances as well as reconstruction of the road.  The project also includes abandonment and plugging of the existing sanitary sewer mains as well as connection to the new main at select locations as part of the base bid.  There is a bid alternate which includes removal and replacement of the existing gravity sanitary sewer with manholes and related appurtenances in the right of way.  
 
Contract Documents, including Drawings and Technical Specifications, are on file at the Office of City Clerk, at City Hall, Pass Christian, Mississippi.  Official bid documents can also be downloaded from Central Bidding at www.centralbidding.com.  Electronic bids can be submitted at www.centralbidding.com.  For any questions relating to the electronic Central Bidding process, please call Central Bidding at 225-810-4814.  Bid Documents can also be obtained from www.overstreetengplans.com.  For any questions related to the electronic www.overstreetengplans.com process, please contact the Plan House at 228-248-0181.  For information regarding this project, contact Overstreet and Associates’ office at 228-967-7137 in Biloxi, Mississippi.  A Pre-Bid Conference has been scheduled for Tuesday, October 24, 2023, at 10:00 A.M., and will be held at the Pass Christian City Hall, located at 200 W. Scenic Drive, Pass Christian, MS.
 
All bids shall be submitted in a sealed envelope with the bidder’s name, address, date and time of the bid opening, and the words “North Street Gravity Sewer – Phase 1” written on the exterior of the sealed bid envelope.  The Bidder’s Certificate of Responsibility Number shall be written on the exterior of the envelope.  The absence of the Bidder’s Certificate of Responsibility Number on the exterior of the envelope will cause the declared bid to not be opened or considered.  Each bid must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form payable to the City of Pass Christian in the amount not less than five percent (5%) of the amount bid.
 
Electronic or sealed Bids will be received at the office of the City Clerk of Pass Christian, Mississippi, and publicly opened at 10:00 A.M. (local time) on Tuesday, November 7, 2023, in the City Hall Board Room.  Bids may be mailed, or hand delivered, to 200 West Scenic Drive, Pass Christian, Mississippi 39571.  If submitting an electronic bid, the bid must be in “pdf” format and shall contain the same information and forms as required for paper bids.  Electronic bid must be secured with a bid bond.  When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue ink signature.  In the event that an electronically submitted bid has a corrupt attachment, the bid will be considered null and void.
 
The project is funded through Gulf of Mexico Energy Security Act (GOMESA).  The successful bidder must comply with all federal, state and local requirements contained in the Contract Documents, as identified in the bid proposal packet. 
 
Minority and Women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.
