NOTICE OF INVITATION TO BID
Notice is hereby given that sealed or electronic bid proposals will be received by the
Mayor and Board of Aldermen of the City of Southaven, Mississippi for the purpose of purchasing Blauer Uniforms for the Southaven Police Department.
Bid specifications will be accepted until 10:00 a.m. on Wednesday, December 4, 2024 for specifications entitled: Bid Specifications for Southaven Police Department Uniforms.
Bid specifications and procedures may be obtained by contacting the following prior to the deadline between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday:

Bid specifications may be submitted electronically to www.centralbidding.com or by sealed envelope at the City of Southaven by 10:00 a.m. on Wednesday, December 4, 2024.
All submittals shall have bid title, company name & address information, date and time of bid specifications – all clearly indicated on the outside of the sealed envelope or in the body of the electronic submittal. Submittals without this information may be rejected. The City of Southaven is not responsible for any submission delivery being delayed for any reason.
Document information may be obtained electronically at www.centralbidding.com. All questions related to electronic downloads shall be directed to Central Bidding at (225) 810-4814. Document sets may be obtained at the office of the City Clerk.
Bid specifications will be evaluated and vendors submitting acceptable specifications will be invited by no later than, Thursday, December 5, 2024 to participate in the Reverse Auction.
Final bidding shall be held by electronic reverse auction on Friday, December 6, 2024 at www.centralbidding.com beginning at 10:00 a.m. and ending when reverse auction ends utilizing anti-sniping. Any questions related to participating electronically in this reverse auction shall also be directed to Central Bidding as noted herein.
Live electronic reverse auctions bids will be submitted at www.centralbidding.com. For any questions related to the electronic bidding process, please call Central Bidding at 225-810-4814. Bids may also be submitted to the City Clerk’s Office, 8710 Northwest Drive, Southaven, MS 38671, on Friday, December 6, 2024 to be included in the “live” reverse auction. If a bid is submitted to the City Clerk’s Office, the City will provide electronic access to the bidder in order to participate in the electronic reverse auction bidding process. Bidders must report to the City Clerk’s Office 30 minutes (9:30) prior to the start of the auction. However, anyone wishing to submit bids in that manner will need to register with Central Bidding prior to said date.
The City reserves the right to utilize “anti-sniping” for reverse auctions. Anti-sniping is a tool that automatically extends the bid time for reverse auctions by five (5) minutes if a vendor places a bid in the final five (5) minutes of the reverse auction. The anti-sniping effect will automatically extend the reverse auction bid time any time a bid is placed in the last five (5) minutes of the reverse auction and can auto extend the reverse auction multiple times until the bidding on the reverse auction ends.
The Owner (legally represented by the Mayor and Board of Aldermen) reserves the right to reject any and all bid proposals on this project as well as the right to waive any informalities.

Proxy Bidding and Bid Increments:
"Proxy bidding" makes bidding on auctions easier and less time-consuming for buyers.
Central Auction House will automatically place a bid on your behalf for the lowest amount possible up to your maximum bid using an increment bidding system. This allows you to remain the highest bidder for the auction until your maximum bid amount has been reached, also your proxy bid will remain confidential. To activate Central Auction House's proxy bidding system, simply enter the maximum price you are willing to bid, following these steps:
-When you place a bid, you enter the maximum amount you're willing to pay for the item(s). The seller and other bidders won't know your maximum bid.
-We place bids on your behalf using the automatic bid increment amount, which is based on the current high bid. We increase your bid only as much as necessary to make sure that you remain the high bidder, up to your maximum amount.
-If another bidder places the same maximum bid amount as yours, the bidder who entered the amount first is the current winning bidder. Your maximum bid is kept confidential until it is exceeded by another bidder.
-You cannot lower a proxy bid once it is placed
-You can raise your own proxy bid: if you have a proxy bid in place for $1,000 and place another bid for $1,200 then the actual winning bid won't change but your proxy bid will be raised to $1,200
-Please note: When proxy bidding is used it may appear as if one bidder has outbid another with the exact same amount. Again, the person who submitted the amount first is considered to be the winning bidder.
Increment Bidding:
"Increment bidding" refers to the minimum amount an auction bid must be raised each time the current highest bid is surpassed. The increment is determined by the value of the most recent bid. See below:
Example:
-The current bid amount is at $150.00 USD.
-Buyer 1 places a maximum bid of $210.00 USD.
-The increment bidding system will automatically place bids on Buyer 1's behalf up to $210.00 USD.
-When Buyer 2 places a maximum bid of $200.00 USD, Buyer 1's bid will be automatically increased in the set increments (see Bid Increments Chart) until it reaches $210.00 USD.
-If Buyer 3 places a bid of $220.00 USD, they will become the highest bidder because they have surpassed Buyer 1's maximum bid.
-To continue, Buyer 1 must enter a new maximum bid, which meets or exceeds the increment established by the highest current bid amount.
-If Buyer 1 has a proxy bid of $500.00 USD, our system will automatically bid $230.00 USD for them.
