REQUEST FOR PROPOSAL
STRATEGIC CONSULTING AND ADVOCACY SERVICES

The Parish of Ascension hereby issues a Request for Proposal (RFP) for Strategic Consulting and Advocacy Services. Proposals will be received by the Ascension Parish Government Purchasing Department, 615 East Worthy Street, Gonzales, Louisiana 70737 (mailing P.O. Box 2392, Gonzales, LA 70707), until 4:00PM local time on                                                                                                                                                                                                                                                     November 19, 2020.  RFP’s received after 4:00PM will not be accepted.
 
The Consultant will provide intergovernmental strategic consulting and advocacy services relating to, state programs and policies of interest to the Parish of Ascension.
 
The Consultant will also assist Ascension Parish Government by providing intergovernmental services related to Louisiana State Government, focusing on relations with the Louisiana Legislature, Governor’s Office, and any other Louisiana Agencies of Government. The Consultant will assist the Parish in developing strategies to access the appropriations, capital outlay, and transportation and state grants process.
 
The Consultant will assist Ascension Parish Government in developing and building relationships with department leaders. Address and pursue appropriations with LADOTD as well as other transportation funding sources.
 
The Consultant will develop and maintain relationships with DEQ and pursue grants and funding, through LADEQ’s Clean Water State Revolving Fund (CWSRF) as well as other funding opportunities.
 
The Consulting will develop and maintain a relationship with CRPA relating to flood control funding, Restore Program, CPRA’s Flood Risk and Resilience Program as well as other drainage and storm water funding sources.
 
The Consultant will develop and maintain relationship(s) with GOHSEP in regards to Disaster Relief, Evacuation and Recovery funding and/or grants for Lamar Dixon Expo Center.
 
The Consultant will develop and build a relationship(s) with The Office of Community Development for funding assistance in obtaining, receiving, grants through, but no limited to, the Local Government Assistance Program, Community Water Enrichment Fund, Community Development Block Grants and Disaster Recovery Unit.
 
The Consultant will establish and maintain relations with the Louisiana Legislative Delegation and work closely with the delegation and the Parish Administration to seek funds through the Capital Outlay Program.
 
The Consultant will follow the directive of the Parish President and/or Chief Administrative Officer and will keep them well informed of his/her activities.
 
The contract shall be awarded for one (1) year with two (2) one (1) year options to renew.
 
Five (5) copies of proposal must be submitted. The Ascension Parish Non-Engineering Selection Committee score card and draft contract may be obtained at the Ascension Parish Governmental Complex, Purchasing Department located at 615 E. Worthey Street, Gonzales, Louisiana 70737. All addenda, corrections, and responses to this public notice shall be posted to http://www.centralauctionhouse.com.  The Ascension Parish Government shall not be responsible if the bidder cannot complete and submit a bid due to failure or incomplete delivery of the files submitted via the internet.
 
The Parish of Ascension reserves the right to disqualify any Bid, response to a Request for Qualifications, or Request for Proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana. Ascension Parish Government reserves the right to reject any and all bids for just cause.
