1.Can piles be installed in the batture for a temporary crane trestle to provide a work platform for the new approach-way construction? 2. Will the dock remain operational during construction? 3. Can contractor barges pass through the cover handling building to the landside of the ship dock? 4. In the bid package, item MEMORANDUM FOR RECORD: Chief, Regulatory Division, SUBJECT: MFR IN ACCORDANCE WITH EC 1165-2-220, APPENDIX G – ADM, MVN-2023-00409-EDM (2023-0064) item C, the degrading area slope is described as1V : 4H. Drawings S3 shows a 1V : 3H backslope; please clarify which to use. 5. In the bid package, item MEMORANDUM FOR RECORD: Chief, Regulatory Division, SUBJECT: MFR IN ACCORDANCE WITH EC 1165-2-220, APPENDIX G – ADM, MVN-2023-00409-EDM (2023-0064) item G states that no barges to come within 100’ of the existing batture tree screen, revetment, or the toe of the levee. In the prebid, an area downstream of the dock was identified as a possible location to walk a crane off of the barge. Given the above, can you please clarify if a barge can be walked off of a crane barge if nosed into the bank in the approximate location below? 6. To reduce weight at placement, can the precast panels be cut in half longitudinally and be post tensioned together? 7. In the bid package, item MEMORANDUM FOR RECORD: Chief, Regulatory Division, SUBJECT: MFR IN ACCORDANCE WITH EC 1165-2-220, APPENDIX G – ADM, MVN-2023-00409-EDM (2023-0064) item E states that loads exceeding 72,000 lbs are not allowed over the levee AND are not allowed on the batture without an approved stability analysis. To facilitate the work from land, a crane of sufficient size will be needed to set the precast panels and steel jackets. What is the maximum allowable load to be placed on the batture? Can a Manitowoc 999 S3 be placed on the batture? 8. In the bid package, item MEMORANDUM FOR RECORD: Chief, Regulatory Division, SUBJECT: MFR IN ACCORDANCE WITH EC 1165-2-220, APPENDIX G – ADM, MVN-2023-00409-EDM (2023-0064) item C states “Proposed bank degrading … shall be performed prior to any other work in the area.” After degrading, can an aggregate work pad be placed on the batture for crane and/or equipment access to the river edge? 9. The 2 piles in Row Q are approx. 104’ long and underneath an existing overhead conveyor; can they placement be adjusted so the overhead obstruction is removed?

Where should these costs be accounted for? Which bid items should these costs be attached to? 2. Please confirm SP-8 – “Taxes” overrides Section 01010 – Summary of Work, 1.02, P Contractors Duties, 2 in that this project is Tax Exempt. 3. What permits would be required for this project? 4. Section 01400 – Quality Control and Testing, Part 1 – General, 1.07 Testing Laboratory Services, Contractor’s Responsibilities - a. Please confirm the extent of Contractors Responsibilities as it relates to Quality Control. b. Contractor’s Responsibilities, Item 3 – Is the contractor to take cylinders to be delivered to the owners QC? c. Contractor’s Responsibilities Item 5 – i. Clarify the extent of furnishing incidental labor and sheltered working space and other facilities. 1. What is defined by “incidental labor”? 2. What is defined by a “sheltered working space”? 3. What are “other facilities”? d. Contractor’s Responsibilities Item 8 – “Employ and pay for the services of a separate, equally qualified independent testing laboratory to perform additional inspections, sampling and testing required” i. 1. In addendum 1, answer to question A states that “For purposes of bidding, please assume an allowance of $95,000 for the new guard shack and $15,000 for the new security gate”. a. Question: Will a new “Unit Price Form” be provided reflecting this directive? 2. Please confirm that tree removals within the degrading limits is acceptable. 3. We request that the bid submittal date of May 29, 2024, be postponed 1 week.
