ASCENSION PARISH UTILITIES DISTRICT WATER RISK AND RESILIENCE CONTRACT

Request for Proposals will be received by the Ascension Parish Government Purchasing Office, 615 East Worthey Street, Gonzales, Louisiana 70737 (mailing address PO Box 2392, Gonzales, La. 70707-2392) until April 15, 2021 @ 3:00 PM local time for the following:
 
The Ascension Parish Utilities Department is requesting proposals for a Risk and Resilience Assessment and associated Emergency Response Plan for the City’s drinking water utilities resulting in a certified plan for submission to the U.S. EPA requested under this RFP by submitting one (1) unbounded original and six (6) bound copies of proposal by the date and time specified.  The information shall be received in hard copy (printed) version.  Failure to submit the required number of copies may result in a finding on-conformance.  Originals should be clearly marked.
 
Specifications/Bidding documents may be obtained at the Ascension Parish Government Purchasing Office, located at 615 East Worthey Street, Gonzales, La. 7037.  Electronic Responses are accepted at Central Bidding: http://www.centralauctionshouse.com.  For questions related to the electronic bidding process, please call Central Bidding at (225) 810-4814.   All addenda, corrections and responses to this public notice shall be posted to http://www.centralauctionshouse.com.
 
All questions regarding this RFP package shall be submitted to the Purchasing Department via [email protected] by 3:00 PM on April 1, 2021. Responses will be coordinated with the Project Engineer and posted on the http://www.centralauctionshouse.com by 3:00 PM on April 8, 2021.
 
The Ascension Parish Government shall not be responsible if the bidder cannot complete and submit a bid/proposal due to failure or incomplete delivery of the files submitted via the internet.
 
The Parish of Ascension reserves the right to disqualify any Bid, response to Request for Qualifications or Request for Proposals, if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana.  Must comply with the Louisiana State Board of Private Security Examiners standards.
 
Ascension Parish Government reserves the right to reject any and all Bids/Proposals for just cause.

AARCConsultants Message: 1. Will the RRA and ERP cover Ascension Consolidated Utility District 1, Parish Utilities of Ascension, and Ascension Water? 2. The RFP states that the Prime Firm must have a Louisiana PE who is a Principal or other Responsible Member of the firm. In our experience performing several dozen Risk and Resilience Assessments, it is not a strictly engineering task. We have engineers on the team, but not usually acting as Project Principal in Charge. Would that be acceptable to the Parish? 3. The RFP states "A copy of standard Form APG-1001 in Word format as well as instructions for completing that form are available for download from the Ascension Parish website." We are unable to locate this Word form and instructions. Can you assist? 4. Is the proposal submittal to consist of only the APG-1001 form and Unit Price Form, or may other materials be included? If so, is there a page limit? 5. In completing the Unit Price Form, is the intent to list the Risk & Resilience Assessment and Emergency Response Plan as a single entry, as separate entries, or should the job title, estimated hours, and hourly rate of each professional on the project be entered as separate lines? Our team members have varying hourly rates. 6. Given COVID restrictions, and the recent unreliability of many courier services (including FedEx and UPS), will the Parish accept electronic submittal only and waive requirement for hard copy delivery? 7. What is the expected budget for this project?
