Sealed proposals will be received until the hour of 3:30 P.M., local time, the 11th of December 2024, at The Jefferson Parish Economic Development and Port District (“JEDCO”), 700 Churchill Parkway, Avondale, LA 70094 or electronically through Central Bidding to perform architectural design, engineering, per-construction services and construction management for the construction of a Greater New Orleans Food & Beverage Incubator. The firms will be expected to coordinate the day-to-day facilitation, communication and management of pre-construction design as well as facility construction.
This project will include designing a 15,000 square foot state-of-the-art food and beverage incubator in Churchill Technology and Business Park. This new facility will hold three food manufacturing kitchens, a demonstration/teaching kitchen plus other production spaces. Furthermore, the space includes a large focal lobby with event space and a café, while the back of house spaces includes a loading dock, storage, refrigeration and freezer storage. Offices and a classroom are also planned as part of the facility. Additionally, the project includes site preparation, adding/improving parking, utility infrastructure extensions to the facility, site lighting and exterior space (including outdoor plaza and food truck parking).
Contract by mutual consent of the Parties and approval by the JEDCO Executive Committee and the Jefferson Parish Council.

The following ranking criteria, listed in order of importance, will be used to evaluate the submittals from each firm:
- Experience, both firm and individual (40 points)
- Past Performance (30 points)
- Responsiveness to Scope of Work (10 points)
- Firm Size Relative to Magnitude of Work (10 points)
- Current Workload (5 points)
- Women-owned and/or minority-owned business (5 points)
The most current Technical Evaluation Committee (TEC) Questionnaire must be submitted. A copy of the questionnaire may be obtained by calling JEDCO at (504) 875-3916 or the JEDCO website at
http://www.jedco.org/public-notifications/, and then clicking on “Technical Evaluation Committee (TEC) Questionnaire”. The submitting individuals or firms must identify all subcontractors who would assist in providing professional services for the project. Each subcontractor shall submit a Technical Evaluation Committee (TEC) Questionnaire, and all documents and information included in the questionnaire. Interested candidates must submit one (1) submission electronically on the JEDCO Procurement site.
All vendors shall be required to register with Central Bidding.
No RFQ submittals will be accepted after the deadline.
Affidavits are not required to be submitted with the Request for Qualifications, but shall be submitted prior to contract approval, including any subs.
