1.1 PROJECT INFORMATION
A. Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Vicksburg Warren County School District
B. Project Identification: 22048.03 Vicksburg Warren School District ESSER HVAC.

B. Bovina Elementary: 5 Willow Creek Dr, Vicksburg, MS 39183.
C. Dana Road Elementary & Vicksburg Intermediate: 1247 Dana Rd, Vicksburg, MS 39180.
D. Redwood Elementary: 100 Redwood Rd, Redwood, MS 39156.
E. Sherman Avenue Elementary & Warren Central Intermediate: 2145 Sherman Ave, Vicksburg, MS 39183.
F. South Park Elementary: 6530 Nailor Rd, Vicksburg, MS 39180.
G. Vicksburg Junior High School: 1533 Rosa A Temple Dr, Vicksburg, MS 39180.
H. Warren Central Junior High School: 1630 Rosa A Temple Dr, Vicksburg, MS 39180.
I. Warren Central High School: 1000 MS-27, Vicksburg, MS 39180.

E. Project Description: Project consists of mechanical unit augmentation and replacement as indicated in contract documents for schools throughout the district and is funded by ESSER (Elementary and Secondary School Emergency Relief) Federal Funding.
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: "Vicksburg Warren School District ESSER HVAC; Project number 22048.03 to be opened December 1, 2022" Envelope shall be addressed to Chad Shealy, Superintendent of Schools, Vicksburg Warren School District, 1500 Mission 66, Vicksburg, MS. 39180. In addition, the envelope shall list the bidders Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Documents may be examined at the office of the Architect and are being made available via original paper copy or digital CD. Plan holders are required to register and order Bid Documents at www.dalebaileyplans.com. Bid Documents are non-refundable and must be purchased through the website. All plan holders are required to have a valid email address for registration. Questions regarding website registration and online orders please contact Online Plan Room support at Telephone No. (662) 407-0193. No partial sets of documents will be issued. Selected plan rooms will be issued one (1) CD without charge.
2. In addition, official bid documents can be downloaded from Central Bidding at www.centralbidding.com. Electronic bids are to be submitted at www.centralbidding.com. For any questions relating to the electronic bidding process, please call Central Bidding at 225-810-4814. Electronic bids are not required but offered as an additional means to submit bids.
3. Bid Date: December 1, 2022.
4. Bid Time: 2:00 p.m., local time.
5. Location: Vicksburg Warren School District Main Office, 1500 Mission 66, Vicksburg Mississippi 39180 .
B. Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post-Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used , shall be payable to the Owner.
C. Bids will be thereafter publicly opened and read aloud.
D. All bids submitted in excess of $50,000 by a prime or Subcontractor to do any erection, building, construction, repair, maintenance, or related work must comply with the Mississippi Contractors Act of 1985, by securing a Certificate of Responsibility from the State Board of Contractors.
1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
B. The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.
1.4 PREBID MEETING
A. Prebid Meeting: See Document 002513 "Prebid Meetings."
B. Prebid Meeting: A Prebid meeting for all bidders will be held at on November 24, 2022, 10:00 a.m., local time. Prospective prime bidders are requested to attend.
1. Bidders' Questions: Architect will provide responses at Prebid conference to bidders' questions received up to two business days prior to conference.
1.5 DOCUMENTS
A. Printed Procurement and Contracting Documents: Obtain after October 26, 2022, by registering at www.dalebaileyplans.com or www.centralbidding.com.
B. Viewing Procurement and Contracting Documents: Examine after October 26, 2022, at the locations noted above.
1.6 TIME OF COMPLETION AND LIQUIDATED DAMAGES
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work by Substantial Completion December 29, 2023. Work is subject to liquidated damages.
1.7 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
