ADVERTISEMENT FOR BIDS
Sealed bids for GAUTIER WWTP CLARIFIER NO. 2 REHABILITATION, to be constructed for JACKSON COUNTY UTILITY AUTHORITY (JCUA) will be received at the office of JCUA and addressed to 1225 Jackson Ave., Pascagoula, MS 39567, until 10:00 A.M. on September 22, 2023, at which time the bids shall be publicly opened and read aloud in the JCUA Board Room. Proposals shall be submitted in duplicate, sealed, and deposited with the Jackson County Utility Authority at 12250 Jackson Avenue, Pascagoula, MA 39567 prior to the time herein before designated.
This project includes the rehabilitation of Secondary Clarifier No. 2 at JCUA’s Gautier WWTP, including replacement of the existing mechanism and associated electrical and structural modifications. A mandatory Pre-Bid Conference will be held at 1:00 P.M. on September 6, 2023 at the JCUA Board Room, 1225 Jackson Ave., Pascagoula, MS 39567. Each bidder shall be limited to three personnel per organization.
Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis, with deductive alternate bid items as indicated in the Bid Form.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to JACKSON COUNTY UTILITY AUTHORITY.
The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Mississippi to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
The JACKSON COUNTY UTILITY AUTHORITY reserves the right to reject any or all bids and to waive any informalities or irregularities therein, solicit new bids, or choose that bid which is deemed to be in best
interest of the JACKSON COUNTY UTILITY AUTHORITY, and to reject nonconforming, nonresponsive, or conditional bids.
