SPECIFICATIONS AND BID FORM
The Tangipahoa Parish School System will accept sealed bids for Janitorial Supplies at its office, 59656 Puleston Road, Amite, Louisiana or on-line at www.centralauctionhouse.com for a fee paid to the website up until the above stated time.
The Tangipahoa Parish School System reserves the right to reject any and all bids, adjust quantities by increasing or decreasing, and to waive any and all informalities.
Bids are to be submitted on the bid form furnished by the School System. Prices should be typed in on the bid form. All bids must be firm prices, free of any escalator clauses.
Bids not submitted on-line shall be sealed and mailed Special Delivery, Certified, Return Receipt, or Hand Delivered to the Tangipahoa Parish School System Office, 59656 Puleston Road, Amite, Louisiana, 70422, Attn: Purchasing Department, and a receipt obtained. UPS, DHL and Federal Express are acceptable means of delivery. Any bid mailed that is not certified shall be returned to vendor unopened. Please indicate, “Bid 2024-9 Janitorial Supplies” on your bid envelope.
All prices shall include delivery to the Tangipahoa Parish School System Warehouse, 59660 Puleston Road, Amite, Louisiana, 70422.
Taxes shall not be included. Act 1029 of 1991 exempts the System and the schools from any Sales and Use Taxes.
Preference is hereby given to materials, supplies, and provisions, produced, manufactured or grown in Louisiana, quality being equal to articles offered by competitors outside the state. Please note in your bid if you are claiming preference on an item.
GENERAL CONDITIONS
Submittal of bid constitutes a complete understanding of all requirements and compliance.
Bids should be typed. An Excel file is available with this bid to enable bidders to easily enter bid prices, which can then be printed. Price quotes per item should be based upon the Unit of Measure indicated on the bid form (each, per gallon, per container, per pair, etc.)
Contract prices will be guaranteed for one (1) year from date of contract award, in the event additional purchases are needed. The successful vendor has the option to renew the bid item(s) for one year if agreed upon by the Tangipahoa Parish School System and vendor.
Awards will be made based on the lowest price per item that meets Tangipahoa Parish School System’s specifications.
Forty Material Safety Data booklets containing a MSDS for each item specified must be submitted for distribution along with the arrival of the initial order.
Reference to specifications and standards as stated herein shall be to the latest issue in effect on the date of the bid.
At the option of the buyer, the bidder will be required to furnish samples as requested.
Failure on the part of the bidder to comply with any and all requirements and conditions of these specifications may result in rejection of the bid.
The intent of these specifications is to obtain the best quality products available. No exceptions or deviations from the requirements will be considered unless specifically stated by the bidder as an exception, with a statement defining the exception(s) and the reason(s) why these exceptions will not prevent the product from performing satisfactorily.
If no exceptions or deviations are shown, the bidder agrees to furnish materials exactly as specified herein. The burden of proof and cost of compliance with these specifications will be the responsibility of the vendor. Tangipahoa Parish School System reserves the right to reject any claims for exception or deviations of these specifications.
SHIPMENT REQUIREMENTS
Initial shipments must not arrive prior to April 17, 2024 and not later than May 28, 2024, to the Tangipahoa Parish School System Warehouse.
Shipments must be received in an orderly, stacked fashion on pallets to allow easy access for unloading (if applicable).
Quantities are to be determined by the Tangipahoa Parish School System Purchasing Department.
The successful vendors will ship to the Tangipahoa Parish School System Warehouse. The school board will be responsible for delivering materials to the schools.
The entire initial amount ordered must be received. No backorder or partial shipment will be allowed outside of the specified date.
If the complete initial order is not received by May 28, 2024 the order will be voided and Tangipahoa Parish School System will purchase materials to replace those rejected at the market price and the difference will be charged against the bidder.
Individual containers must be labeled showing the name of the manufacturer, brand name, and name of product, quantity of contents and complete directions for use.
Labels and labeling shall conform to all federal regulatory requirements for goods in interstate commerce and containers shall meet DOT requirements.
ITEMIZED SPECIFICATIONS
Item #1- Bowl Cleaner (SDS Required)
A thickened viscous detergent—based disinfectant bactericide cleanser that disinfects and removes organic, rust build-ups, grease, and oil and soap scum. Ph less than one. 8% hydrogen chloride. Consistency of compound should be similar to motor oil. Ready to use. 12 quarts per case.
Item #2 – Vandal Mark & Graffiti Remover (SDS Required)
A fast acting, water emulsifiable vandal mark and graffiti remover. Sprays as a gel that clings to vertical surfaces without running. Deep penetrating action brings the substance to the surface for easy removal without grinding, sanding, soaking or heating. Non-corrosive to substrate. For removal of inks, crayons, paint and lipsticks from brick, restroom partitions, concrete, wood, and ceramic tile.
Item #3 - Baseboard Cleaner (SDS Required)
Heavy-duty thickened cleaner for penetrating and removing wax, floor finish and dirt build-up from baseboards, corners, ceramic tile, etc. This product shall be packaged in aerosol cans. The active ingredients shall be ethylene glycol monobutyl ether, iso butane/propane, 2-hydroxy ethylamine. The Ph shall be 11.0 – 11.4. The product should be a light viscous foam, 4.5 inch wide spray pattern @ 6”, 1100 cps viscosity, 23 ounces expelled, 8.4 16/gallon, non flammable, hydrocarbon propellant.
Item #4 — Granule (not powder) Absorbent (SDS Required)
Granule (not powder) absorbent for use in cleaning spills. Granules shall have fragrance, congeal on all types of liquids for hard surfaces and carpet. Granules may be packaged in bags. Granules must be able to pick up a minimum of 70 times or greater its own weight. 16 ounce bag.
