NOTICE OF INVITATION FOR BID
 
Notice is hereby given that sealed bids will be received by the JACKSON COUNTY UTILITY AUTHORITY at 1225 Jackson Avenue, Pascagoula, Mississippi 39567, until 10:00 am May 11, 2018, at which time they will be publicly opened and read aloud. Envelopes containing the bids must be sealed, addressed to Jackson County Utility Authority, and designated as Bid for:
 
“Groundwater Wells at the SWTP”
 
The project primarily consists of installation of two (2) production wells, well pumps, piping and appurtenances needed for discharge to an existing water treatment plant break tank. The work includes, but is not limited to, installation of two (2) production wells at an approximate depth of 100-ft; furnishing and installing two new well pumps designed to provide approximately 350-gpm; furnishing and installing approximately 950-ft of new piping, valves, and appurtenances needed to provide connection to the existing water treatment plant Ultra Filtration Break Tank; furnishing and installing new electrical, instrumentation, and controls; integrate new electrical, instrumentation, and controls into the existing SCADA system; sediment and erosion control; and all incidentals and appurtenances.
 
All bids must be on file with the JACKSON COUNTY UTILITY AUTHORITY, 1225 Jackson Avenue, Pascagoula, Mississippi 39567 on or prior to the hour and date first mentioned above, and must be sealed.
 
Bidding Documents may be examined at the office of Arcadis U.S. Inc., 1 St. Louis Street, Suite 3600, Mobile, Alabama 36602 (Phone: 251-441-0655); the office of Associated General Contractors, 12272 Intraplex Parkway, Gulfport, MS 39503; or the office of ABC/Dodge Plan Room, 10480 Corporate Drive, Gulfport, MS 39503. Copies may be obtained at the office of Arcadis U.S. Inc., 1 St. Louis Street, Suite 3600, Mobile, Alabama 36602, upon deposit of $100.00 per set. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from other sources. Bidders who return full sets of the Bidding Documents in good condition within 30 days after receipt of Bids will receive a full refund.
 
A strongly recommended Pre-Bid meeting will be held at 1225 Jackson Ave., Pascagoula, MS 39567, and a following visit to the project site on April 6, 2018 at 1:00 pm.
 
Bid security shall be furnished in accordance with Article 10 of the Instructions to Bidders.
 
Bidders shall furnish proof of qualifications to perform the Work as described in Article 5 of the Instructions to Bidders.
 
Time of commencement of the Work and Contract Times for completion shall be in accordance with Article 4 of the Agreement.
 
All Bids submitted in excess of $50,000.00 by a prime or subcontractor to do any erection, building, construction, repair, maintenance or related work, must comply with Section 31-3-21, Mississippi Code of 1972, by having a current Certificate of Responsibility from the State Board of Public Contractors. The current Certificate of Responsibility Number shall be indicated on the exterior of the sealed bid envelope before it can be opened.
 
ALL BIDS SUBMITTED FOR $50,000 OR LESS SHALL BE SO MARKED ON THE EXTERIOR OF THE SEALED BID ENVELOPE.
 
The Jackson County Utility Authority reserves the right to reject any and all bids, waive technicalities, informalities or irregularities in the bids received, solicit new bids, or to choose that bid which is deemed to be in the best interest of the Jackson County Utility Authority.
 
The instructions contained in this “Notice to Bidders” shall be considered as an extension and part of the project contract documents.
